2010 Project of Mobile Sources of Pollution Inspection and Control in Tainan city

Since May 28, 1999, when contract was signed, all the works have been conducted as schedule in this project. Most importantly, it was finished in time. In Mobile sources of pollution control inspection project, the most important indicator ─ periodic inspection rate should be set according to the annual periodic inspection rate published by EPA(Environmental Protect Administration). The city in 2010 set the annual inspection rate at 100.4%, ranked as the third place in the country. The number of vehicles in the city under the periodic inspection, compared with that in 1998 has increased to 20,881 units, which was the year with the highest number of vehicles under the periodic inspection in the past four years. The results of this project are related to the inspection notice scheduled for every item and its advocacy. In addition to periodic inspection in which all the notification postcards were sent according to EPA published notification data of annual periodic inspection each year, this project also inspected the pending inspection vehicles and its advocacy, including inspecting the pending scooters up to 41,395 ones with inspection of the registration files and license plate recognition system. The average of the re-inspection rate reaches 85.5%; 1,523 ones were done by the nonscheduled roadside bar. In November 1999, the number of days and people who were responsible for the inspection on the pending inspection vehicles increased in order to expand the inspection and a large number of inspection notifications were sent to alert the public who still did not go to the inspection to complete the inspection as soon as possible. Besides, the power of friendship associations were combined with the scheduled inspection stations, to promote the adoption policy in which the existing customers were friendly informed of the periodic inspection. Scooter owners whose vehicles failed the inspection had the priority to go for inspection and insurance together, the two-in-one policy. Once they received the notice, they should go for inspection immediately. The vehicles failing the inspection the last time will have discount when they went for the inspection again. In 2010, in the implementation results of the annual adoption system, there was a total of 110,000 notices. The re-inspection rate is up to more than 50% under the implementation of the adoption policy. In addition, to ensure the quality of testing in the periodic inspection stations, we process ed regular and unscheduled check, real vehicle check, standard vehicle check and standard gas check. As for the common imperfect items, in 2010 there were 53 items , which extraordinarily improved than 222 items in 2009. That shows the effectiveness of this project implementation. In order for the effective implementation of the real vehicles, EPA in 2010 enacted the principle of major penalties for illegal acts and the first time it was announced in the educational briefings in the inspection station. After 2010, there was a total of 6 stations violating the regulation. And, they were all disposed according to the announced penalty principles. As for the gas check, in 2010, in response to that EPA tightened the standard error up to 4%, in this project, 3% standard of alert was enacted. In 2010, after checking, the stations between 3-4% were under special inspection. In 2011, in response to the merger of Kaohsiung city and county, the EPA periodic inspection points management practices have been rectified. Therefore, the items for period inspection have been adjusted in this project. For example, some illegal items the EPA announced to stop testing were once again included for checking. Simultaneously, checking personnel educational training was completed, along with real vehicle check, gas check, and relevant provisions of penalty which are also consistent with what is stated in the EPA. After the standard was consistent, the strict implementation of the scheduled inspection station management operations could be conducted. As for hosting the activities or meetings, three sessions of educational briefings and one award ceremony have been completed at the periodic inspection station. Advocacy activities enhanced the rate of scooters or motorcycles exhaust regular inspection, promoted cleaner vehicles and other related mobile sources of pollution control plans, including two large-scale advocacy activities and six small ones.
