The project to control and reduce the VOCs within Taichung

This project is to check the VOCs tank on specified industry and warehousing companies in Taichung Harbor Area and use FLIR to monitor the leaking and detection equipment components to conduct pollution control. It also assists to reduce the VOCs and Biofilter test in west harbor to achieve pollution reduction and control. We conducted random test and inspection on vessel fuel to estimate and measure the VOCs volumn in Taichung Harbor Area. Inspect on floating tank leaking and build up inner floating tank spec to control on the pollution source and pollution improvement. This Project also arranged two seminars for VOCs Control and Reduction and held one symposium by inviting experts and consultants in air pollution industry to suggest and provide strategy for reducing and controlling VOCs emissions. During the executive period, 18 times of VOCs tank check have been completed. The estimate total storing is about 1,490,908 kiloliters and a total emission is 373.84 tons. Among them, the highly volatile substances are only about 8.93%. In the laws and regulation compliance aspect, 93.5% of the warehousing companies 86% of specified industry is complied with the law and regulation. For those not complied with the law and regulation, mostly it is due to they are not familiar with the law and regulation. One of the main task of this project is assist in VOCs emission reduction, there are 20 times of assistance and evaluation arrangement. 3 of the factories is completed the evaluation for purchasing necessary equipments and planning equipment installation. The VOCs emission reduction is about 119.59 tons. Regarding the testing and equipment operation on Biofilter test in west harbor area, the full size of Biofilter equipments were moved to testing area on July 23rd, 2010 and achieved 100% reduction after 87 days. The removal efficiency for liquid loading operation is about 80%. After 188 days of operation, the emissions of linked tank are sum up to 5306kg. By conduction this project/system, the Xylene emission is reduced 4609kg including reducing from Xylene loading operation. As for the promotion meeting, with the assistant from Taichung Environment Protection Bureau, there were 2 sets of promotion meeting held on June 9th and August 31st, 2010. And, on January 8th, 2011, we also invited experts and consultants to participate the meeting to discuss and confer on current situation of VOCs pollution control and VOCs storing. From the discussion, it helps to provide future strategies for VOCs volume reduction and pollution control in Taichung Harbor area
