The Plan of Impetus to World Wide Web of Public Action in Energy Conservation and Carbon Reduction

The following tasks were completed under the project: 1. Performing maintenance on the Cooler platform to ensure its sustainability (1) A self management function was provided to allow monitoring of electricity consumption pattern, and the non-commercial electricity consumption of each village was calculated based on the meter readings in 2009. Under the 2010 project, a self management function was offered to enable monitoring of water consumption pattern, and water consumption per village was calculated. (2) Multimedia teaching materials were produced according to the four seasons of the year to promote carbon emission reduction, including a CO2 Emissions Calculator, Green Office, Cooling Tips, and Energy and Water Conservation Tips. (3) Five issues of the Cooler e-Newspaper were compiled and sent out. 2. Organizing EPA funded carbon reduction promotion projects and assessing local implementation performance of the projects (1) The “2010 Assessment of Neighborhood Energy Efficiency and Carbon Reduction Performance” was held; the assessment scores were calculated and announced. Assistance was also provided in facilitating grant-funded carbon reduction projects, collecting information on the implementation status of cities/counties, and conducting random audit of carbon reduction promotion activities of 11 cities and counties. (2) A cartoon version of the assessment system on the Eco Life website was created to facilitate local involvement in the carbon reduction performance assessment and to enhance the website’s management function. Explanatory briefings were held according to the needs of cities and counties to help improve their carbon reduction efficiency. 3. Promoting the Cooler Platform to Enhance Website Traffic (1) Sessions on carbon emission reduction and the Cooler platform were held in 12 cities/counties to enable environmental volunteers nationwide to understand the importance of carbon reduction and become seed teachers of the platform. Five corporate carbon reduction sessions were held to introduce carbon reduction tips at the office to environmental conscious people and to promote the Cooler platform. (2) The sections of “Low Carbon Cycling Life” and “Low Carbon Diets” on the Platform were completed for event announcements and exchanges. (3) An activity called “Cooler Park” was held online. Blog badges were awarded upon the completion of activity tasks to inspire a sense of honor that would prompt participants to promote carbon reduction knowledge. 4. Others (1) An exhibition was held to promote carbon reduction practices in the six aspects of food, clothing, housing, transportation, education, and entertainment. Information about vegetable-oriented diets from the EPA, the Council of Agriculture and the Department of Health was introduced in the exhibition to promote the idea that eating more vegetables helps decrease carbon emissions and related implementation practices. (2) Efforts were made to help launch and promote the online “Climate Adaption Calendar”.
