Because the main local drainage and rivers in this county are the major sources of the county’s agricultural irrigation water, based on the principles of safeguarding people’s life and property safety and maintaining the environmental safety, the maintenance of water quality appears to be extraordinarily important. In view of this, in 2001 Changhua County Environmental Protection Bureau specially planned and pushed forward “Changhua County’s 2011 Project of Pollution Source Control and Prevention of River & Ocean Pollution” (hereinafter called this project), expecting that by means of the execution of this project, the permit management system could be fulfilled, so as to grasp the pollution condition of each pollution source in this county and continue to reduce the pollution, seal up illegal drainage and underground pipes, trace and confirm the proprietors of pollution source, lodge an accusation against them and enforce a ban, put an end to their illegal acts, fulfill the water body water quality improvement work in this county, promote the overall environmental quality and water-accessibility space and effects, and give all county citizens the natural ecology of a clean and clear river.
Under the mutual cooperation of Environmental Protection Bureau and colleagues of relevant operations of MAIN-LINK ENGINEERING CONSULTANTS, INC., the project’s work execution achievements by each item are as follows:
I. Managing the relevant matters of permit execution:
(I) Assisting relevant permit examination of water pollution:
By Dec. 16, 2011, 34 times of enterprise permit application case examination operations had been accumulated and received in this project; among them, there were 30 pieces that needed on-site investigation operations. In order to assist Environmental Protection Bureau to simplify the permit procedures, facilitate people’s rapid obtainment of the permit, and shorten the procedures of administrative operations, the project adopted the way of faxing the comments of examination to the proprietors directly, and the proprietors should go to Environmental Protection Bureau to change directly after receiving the comments of examination; in this way the number of days of administrative operations could be cut down by a large margin, the proprietors’ speed to acquire the permit could be accelerated, and the rate of permit issue could be boosted.
(II) Managing periodical declaration case examination and filing operations:
With the execution up to Dec. 16, 2011, in July 2011 there were 1272 factories that should declare the enterprise wastewater (sewage) treatment facility operation and maintenance for January to June this year, and 1272 cases of declaration had been accumulated and received. The project has completed the entire examination and filing operations.
II. Assisting the inspection of discharge of enterprise wastewater/ sewage ranked under control:
(I) Assisting the inspection of discharge of enterprises wastewater/ sewage ranked under control in this county:
By Dec. 16, 2011, 202 times of on-site inspection had been executed, and 156 times of sampling had been executed. The project aimed to do the thorough on-site investigation of the enterprises ranked under control in this county; the main points of inspection included inspection of laws, decrees, and standards, wastewater treatment facility operational and maintenance condition inspections, and investigation and punishment of possibilities of underground pipe and wastewater’s being released by bypass discharge, etc. After completing the thorough on-site investigation operations, the written materials, and the filing by computer were made; if the proprietors were found to be violating the relevant regulations of Water Pollution Prevention Law when the project did the investigation, they would be reminded on-the-spot to manage according to the law as soon as possible.
(II) Assisting the explanatory meeting of guidance, assistance, and control work of community sewage system ranked under control, and the system operation and maintenance:
The project completed managing the community laws and regulations explanatory meeting on Aug. 30, 2011; in the explanatory meeting, besides explaining the shortcomings of each community discovered at investigation and notifying the community of the focal points of subsequent investigation, with the execution up to Dec. 16, 2011, 15 times of community sewage system phased investigation had been completed, and 12 times of sampling had been completed; in the first stage of community sewage system phased investigation, the sampling of 8 factories was made, and there were 4 factories in total whose effluents were unqualified; in the second stage, the project aimed at the unqualified factories of the first stage to do the sampling, and there were 3 factories whose effluents were unqualified.
III. Managing the local environmental protection institution performance assessment by each item:
In order to assist Environmental Protection Bureau to acquire the best results of assessment, the trial calculation of assessment results was made periodically in every month, and the results would be advanced in the monthly work report before the 5th day of each month to provide the abnormal data of assessment for Environmental Protection Bureau to understand the present situation of execution. With the execution up to Dec. 16, 2011, Main-Link had cooperated with Environmental Protection Bureau to manage relevant operations of clean river appraisal, including assisting and accompanying personnel of Environmental Protection Bureau to do on-site appraisal at Zhuoshui River on Aug. 26, 2011, and assisting to make the river basin integration, management, appraisal, and achievement review, and the demonstration, viewing and emulation conference briefing (our county was selected as a county to be viewed and emulated) on Dec. 6, 2011, and accompanying to go to Environmental Protection Administration, Executive Yuan to participate in the conference.
IV. Managing the relevant computer database and files of water pollution, and filing operations, and confirming the accuracy of the filing data:
Until the present stage, 504 pieces of operations of this item have been completed, and the project assisted to do the computer filing operations of all items of water pollution control data produced when Environmental Protection Bureau aimed at the pollution source to do control. Regarding the data accuracy inspection, 4 times of inspections have been completed; the number of inspection of each time was 10 pieces, and the data accuracy inspection was completed in accordance with the schedule in each month.
V. Managing the laws and regulations publicity explanatory meeting:
The project managed a “publicity explanatory meeting of relevant laws and decrees of Water Pollution Prevention Law” on Oct. 26, 2011 (and cooperated to broadcast the domestic wastewater reduction publicity short film simultaneously); the explanatory meeting’s attendance rate achieved 96.7%; up to Dec. 16, 2011, 3 press releases had been accumulated and assisted to announce.
VI. Ocean and river pollution incidents:
(I) Managing the emergency response lecture, study, and drill:
The project completed managing the emergency response lecture, study, and consultative conference on Oct. 25, 2011, and completed managing the water pollution incident emergency response drill at Shen Bridge of Fanya Ditch basin (the square in front of Shun’an Temple, Lugang Township) on Nov. 21, 2011.
(II) Assisting to manage water pollution incident emergency response handling:
With the project’s execution up to Dec. 16, 2011, no water pollution incident had happened. The project stood by at any time, and after receiving the notification of Environmental Protection Bureau, Main-Link would carry the emergency response equipment to rush to the pollution site, assist to do pollution blocking up and pollution source tracing, and assist to supervise and handle.
VII. Inspection of enterprises ranked under control at the pollution hot spots in this county:
The project aimed at the enterprises ranked under control at the pollution hot spots in three river basins to do laws and decrees conformity degree and water pollution prevention measures functional operation phased inspections, including inspection of ten electroplating and metal surface treatment factories, which located at the upstream of Toubianbu Bridge and covered by Yangzicuo River index monitoring station, 10 animal farms, which located at the upstream of Ludao Bridge and covered by Old Zhuoshui River index monitoring station, and five printing, dyeing and finishing mills and five animal farms, which located at the place near Youche Bridge and covered by Yuanlin Drainage index monitoring station; there were 30 factories in total.
In the project’s first stage investigation, the effluent sampling of 30 factories was made, and there were 10 factories that did not accord with the effluent standards; in the second stage re-check, the project aimed at the enterprise units that did not meet the effluent standards in the first stage to do the sampling, and among them there were 3 factories did not have any effluent to discharge because of not reaching the water level; therefore, in the second stage, the sampling of 7 factories in total were made, and there were 4 factories that did not meet the effluent standards.
VIII. Assisting the relevant work of underground pipe investigation, seizing, and sealing:
The project executed the investigation and punishment work of underground pipe/ bypass pipeline or unclear pipeline, aimed at a suspect factory to do investigation on the factory’s internal part, external part, boundary, manufacturing process area, and treatment unit and pipeline of wastewater treatment plant; meanwhile, it cooperated with the scientific instruments to aim at suspect pipeline and discharge point to do inspection. With the execution up to Dec. 16, 2011, 18 pieces of unclear pipeline had been tracked down (among them, 2 pieces were the unclear discharge pipeline without owner; they were bulletined by Environmental Protection Bureau, and the sealing operations were completed by the project).
