Diesel Vehicle Emissions Testing Plan in PingTung County

1. Dynamometer testing started operating since March 1, 2011, when the plan started till February 29, 2012. There is a total of 1180 motorcycles under the implementation of the dynamometer testing of diesel vehicles, 623 motorcycles under the dynamometer load detection, and 147 motorcycles detected at the station, and a total of 252 motorcycles roadside intercepted. The work performance objectives are in line with project objectives. 2. Diesel vehicles with 3 and more reported photos in Pinging County or the total reported cases are 221 cases, from which 111 have passed through the trial, and the proportion is 50%; the ones passing through the review and complete the issuance of the report incentive payment are a total of 36 reported cases, accounting for 16% of the total number of the reported cases. 3. During the project, 94 roadside interceptions have been completed. The total number of vehicles intercepted is 921. After the smoke detection, the number of diesel vehicles completing the detection is 256; vehicles failing the detection are 75, and the failure rate is 30%. In addition, statistics done between 1995 and 2011 on the detection failure rate showed that the failure rate in the roadside interception increasingly grows year by year. 4. 3260 motorcycles were stopped to check for oil sampling. There are 307 samples, including 209 roadside hailed vehicles pumping operations, in which two failed. In the 90 oil pumping cases at the power station, 3 failed. Conforming to the Prosecutors Office, in 4 oil pumping cases, just 3 failed. 5. In 2011, 28 of Kaoping joint investigations have completed. In Kaohsiung County, the number of diesel vehicles intercepted is 290, 97 undergoing, of which failed, so the failure rate is 20.6%. 554 vehicles have done the oil sampling, among which there are 56 cases with suspected illegal oil samples, one failed and the failure rate is 1.8%. 6. In Pingtung County, the large passenger and freight operators, the village/town halls cleaning teams, military units, all have been asked to conform to sign the self-management convention. Now, there are 90 businesses and a total of 868 vehicles in accordance with signing of the self-management of the Convention. 7. As for diesel vehicles insurance and check in one, the garages of Pingtung Transportation Co., Kaohsiung Transportation Co., Kuo-Kuang Transportation Co., and Ubus Transportation Co. were first included into schedule management and their owners were asked to take the initiative to complete the test at the power station or follow the arrangements by the EPA to the assigned garage for detection. When any vehicle failed the detection, the mechanics from the garage should fix it on the spot. After the fixing and passing the test, it will be qualified for the award and permission to leave. In this year, there are 218 vehicles completing the testing. As for those coming for retesting, their owners are required to present the maintenance sheet from the garage, which represents the vehicles have actually improved the pollution level and the further testing can proceed. There is a total of 863 vehicles completing the maintenance and pollution improvement in the garages. 8. Pingtung County promoted Kenting to air purification zone and at this stage the measures included parking stall, prohibition of entering for old vehicles, environmental education, set up of drivers lounge to name a few. In the future, implementation of drafting the measures will be followed up. 9. Power stations in Pinging Country have been evaluated by EPA in September. The assessment members have reviewed the written information during the evaluation and checked the conditions where staff in the station checked the vehicles and conducted roadside interception. In 2011, the evaluation results released and it has been successfully awarded Class A. 10. In the county, the vehicles stopped from visual checking the smoke were mostly from Kaohsiung City and Pinging County, which is about 39.20% and 37.36% respectively. These two counties altogether accounted for about 76.36%. 11. Among the vehicles for inspection, vehicles from other counties or cities accounted for the majority, up to 43.3%, followed by vehicles by the visual testing of the smoke 27.6%. 12. As for the types of vehicles for check, the number of the large trucks was 619, which is the most, accounting for 60.2%; followed by pickup trucks accounting for 16.7%; tractors accounting for 11.1%. However, cars and pickup trucks were the least, only 3 and 10 vehicles respectively, accounting for only 0.3% and 1.0%. 13. As for the full load of 100%, large trucks were the most; tractors the fewest; 60% for the military vehicles, and cars the fewest. As for the pollution degree, military vehicles accounted for 40%, the highest; cars the lowest. Besides, military vehicles were the type of vehicles with zero load of pollution; pickup trucks the opposite. 14. As for the average pollution degree in the diesel vehicles with different origines, vehicles reported by the public showed the highest full load and zero load degree of its average pollution. As for the vehicles coming for check, the pollution degree of all the check items were almost the lowest. 15. The vehicles withdrawn after the checkup were mainly pickup trucks, accounting for 44%; second, large trucks accounted for 42%. Besides, after the withdrawal rate calculation, cars were the highest, accounting for up to 50%, and the total withdrawal rate was 10.8%. 16. According to statistics, the number of diesel vehicles failing the inspection was 173; 915 vehicles needed adjusting or repair. According to TEDS7.0 reduction estimate formula from EPD (Environmental Protection Department), TSP has be reduced by 19.73 tonnes; PM10 19.73 tonnes annually.
