This plan is to assist the Environmental Protection Agency (hereinafter referred to as EPA) to perform non-CO2 greenhouse gas emissions, reduction strategy development process; to continue to execute the fluorinated greenhouse industrial emissions reduction projects promoted over these years; to help industries who signed the 2010 PFCs voluntary emissions reduction Memorandum of Understanding (MOU) target with the EPA and Taiwan TFT-LCD Association (TTLA) and Taiwan Semiconductor Industry Association (TSIA). It is the precedent that EPA assists the domestic industrial association to actively coping with greenhouse gas emission reduction. The results of this annual plan can be divided into three major subjects:
I. Collection and analysis of domestic and international N2O, CH4 management and reduction technologies information; develop Taiwan’s N2O, CH4 management strategy scheme.
This plan has collected industrial, agricultural and waste sector related emission calculations for the national inventory. It also collected the industrial’s background descriptions along with international pig breeding industry related reduction methodology, and completed 20 factory surveys related to sanitarys residential and commercial wastewater, waste landfill treatment and natural gas receiving station. Meanwhile we intend to further study the reduction capability of the various departments based on the survey results and develop related reduction management strategies for the EPA’s reference.
II. Continue to promote Taiwan major industries’ fluorinated greenhouse gas (PFCS, HFCS and SF6) (optoelectronic, semiconductor, electricity and magnesium alloy industry) voluntary reduction works.
This plan has helped the industry to complete the 2010 greenhouse gas inventory, and has finished the statistical analysis of fluorinated gas emissions over these years. The plan continues to assist the industry to verify and achieve greenhouse gas reduction and has collected the summary of various monitoring techniques and will further study these techniques. Regarding the greenhouse gas condition and the reduction technologies of Taiwan’s emerging high-tech industries, we have already collected the greenhouse emission analysis of the LED industry from 2007~2010 and of the solar industry in 2010.
III. To promote the international communication and cooperation of Taiwan’s non-carbon dioxide management, and establish Taiwan’s related reduction technologies.
This plan held “International Symposium on Greenhouse Gas Reduction Technology” on August 24th and 25th, and presented a paper at the IHTESH International Symposium from May 16th~19th, and at the Industry Sustainable Development United Achievement Announcement Campaign on November 25th to share the EPA’s results with the public to assist the industry’s voluntary reduction programes.
IV. Other administrative coordination and propaganda.
This plan coordinated with the EPA to hold two expert consultation conferences, and invite industry and experts to discuss the second phase of the fluorinated greenhouse gas reduction target setting for the optoelectronic semiconductor industries, and also the domestic N2O and CH4 emission coefficient correction issues. It continues to collect the domestic, optoelectronic semiconductor and electricity industries’ fluorinated greenhouse gas reduction results, and has published two papers in domestic and international symposiums, to actively promote the information related to fixed diffusion non-carbon dioxide reduction.
