The project achievement report of Environmental Protection Bureau, Yunlin County

Absrtact
This project started from 1st of April in 2011 to 29th of February in 2012, lasting a year. It mainly assists the bureau to inspect and check the construction sites, pipes and road works, archive the information of the listed construction sites, and improve the knowledge of pollution prevention by distributing information leaflets and providing consultation for seminars of construction sites. In the period of this project, 3,674 building sites were listed for inspection. The number of inspections was 7,229 in total. All the listed construction sites were regularly checked and their information archived. Four seminars about negotiating construction pollution were held. 44 construction sites were helped to carry out Road Adoptions Scheme, in which they successfully cleaned up to a total of 80,368.218 kilometers of roads. Based on the particles and oil tests as supporting evidence (8 times of TSP test, and 20 times of oil test),the amount of fugitive TSP was be reduced by 5,140.25 metric tons. The reduction rate was 61.25%. To compare with the statistics of past two years, the control rate of Constructions in 2011 increased to 99.06% while the rate in 2010 was 97.30% and 95.41% in 2009. In terms of denouncement and penalty given, in 2009, 11 cases were reported (all violated Air Pollution Act) and one of the cases was denounced by the public and the penalty was given while in 2010, 36 cases were reported, including 34 cases violated Air Pollution Act and 2 cases violated Waste Disposal Act. The highest denouncement rate of all time is in 2011 which has 60 cases reported, including 55 cases violated Air Pollution Act and 5 cases violated Waste Disposal Act. In addition, comparing the emission reports in the past years, the project has the best achievements of all time. The emission rate is decreeing year by year which shows the controlling strategy of the environmental bureau towards constructions has accumulating positive performances.
