This project includes the emission reduction in air quality
zones, emission control in Taichung Port area and Sixth Naphtha
Cracking plant and revision of emission standards regulations.

fugitive dust in surrounding area has significant impact on coarse
particulate matter. Thorough fugitive dust emission management
is the key for the Taichung Control Region to upgrade to a PM10
Class 2 region. The same management will be applied to other
Class 3 regions. Data from Douliu and Chiayi monitoring sites
also showed emission reduction in mobile, stationary and fugitive
sources are all required.
A communication platform was established among all the
relevant agencies to clearly understand their responsibilities, and
to discuss control actions and difficulties encountered. The
Ministry of Transportation and Communications also demand the
Taiwan International Ports Corporation to come up with emission
control strategies for all the ports in Taiwan.
Improvements for all of the 27 flare stacks owned by the
Formosa Petrochemical Corp. were completed by the end of 2012
except for the flare stacks in the alkene plants, which will be
completed by the end of 2013. Additional 37 storage tanks are
regulated by the newly published VOCs emission standard and all
of them have completed their improvements. The percentage of
equipments which have more than 10,000ppm of leakage has
decreased from 0.13% in 2008 to 0.04% in 2011. The new VOCs
emission standard passed in 2011 should initiate further emission
reduction
The emission standards for stationary sources and
steelmaking and casting furnaces were promulgated this year.
The emission standards for electrical facilities, and glass
furnaces were continuously being revised. With the more
stringent emission standards for electrical facilities, the ambient
PM2 .5 concentration can be reduced by 0.4~2.0μg/m3 .
