2013 Chiayi City Mobile Pollution Source control & Low-Pollution Vehicle Promotion

The population, human and vehicles, increases with rapid development of industry and business. The number of motorcycles registered skyrockets for their mobility, convenience and easy to park. Chiayi is a densely populated small city where pollution can be serious without a good control measurement in place. For this, the Environmental Protection Administration established the control measures for mobile pollution source in conjunction with the levy of air pollution fee in 1996. As a result, mobile pollution source auditing and control projects were carried around the country. Up to DEC 16, 6,752 vehicles were stopped for inspection for this project, achieving a completion rate of 112.5%. 2,100 motorcycles were pulled over for inspection and 16.2% of them failed the inspection. 23,012 notification letters were issued to owners of vehicles failing to report for inspection. 1,015 were rejected and 12,541 were replied with a reply rate of 54.5%. License plate identification notification was issued for 9,505 vehicles. 8,825 replies were received with a reply rate of 77.7%. Regular inspection notification was issued for 152,926 vehicles with a reject rate of 6.70%. 32 audits on inspection stations were performed. The standard gas comparison showed that these stations were within the tolerance range of 3%. Linear test on the analysis equipment at these stations was performed at the end of March and May and August and November. Most of the instruments tested fulfilled the accuracy test criteria. Two inspection station training workshops were provided and the attendance of qualified inspectors registered was 60.1%. 5 outdoor regular inspection promotion activities were provided up to November 30. Free inspection was given to 440 vehicles and 20 of them failed the test with a failure rate of 4.5%. 2,288 vehicle owners applied for vehicle replacement subsidies. 7 low-pollution vehicle promotion activities were provided. 3,810 people came to visit and 307 of them tried out electric motorcycles. April 8, Chiayi City Government held the “Riding for a Low-carbon, Green Life in Chiayi – Press conference for replacement of 2-stroke motorcycles with electric motorcycles” at the court yard of City Hall. The Mayor announced to provide NT$10,000 of subsidy for purchase of new electric motorcycles in addition to NT$7,200 or 10,000 provided by the Ministry of Economic Affairs (MOEA). The subsidy would be up to NT$20,000! By buying a new electric motorcycle to replace an old 2-stroke motorcycle, the subsidy would be up to NT$ 25,000, including 7,200 or 10,000 provided by MOEA, 3,000 by EPA and 12,000 by the City Government. 2,824 vehicles that were reported by citizens for possible air pollution went through initial inspections. 2,259 of them were required for second inspections and 1,102 passed. The percentage of incentives issued was 48.8%. 21 vehicles were stopped for mobile vehicle on-site noise examination and all of them passed
