Air Pollution Control Information Integration Project in the Coastal Industrial Park in 2013

"The information integration project for air pollutants control in outlying islands’ industrial zone" this year has started since April, 01, 2013. The main tasks of the project are the following. Firstly, the Volatile Organic Compounds (including hazardous air pollutants) are monitored and estimated. The hazards state of pollutions is estimated via monitoring, sampling and collecting back ground information of the industrial zone. Secondly, the basis of industrial zone risk management is provided through estimating the process risk. The VOCs information of each risk process and the relative concentration ratio of odor compositions are integrated bases on past testing data. Thirdly, the identification level of fingerprint is reinforced. Moreover, experts are invited to lead the monitoring, testing and checking with staffs of this department to check intensely the manufacture processing in outlying islands industrial zone. Furthermore, the project continues updating, maintaining and expanding the function of the existing environmental monitoring system. Besides, self-management of air pollution and reduction plan of each company and the results tracking are integrated. Finally, air pollutants checking and controlling plan of outlying islands industrial zone are provided to Environmental Protection Bureau Yunlin County for their education and technical training. The implementation results of this year project are as follows: 1. Investigating the Volatile Organic Compounds The investigating area of VOCs in outlying islands industrial zone was divided by four this year and had been tested 72 times. Moreover, the wind direction and velocity indicator was set up 48 times. All of these 72 and 48 testing times are completed. Through the results of the total concentration graph in the four main areas and the ground wind field graph, the influence of the 9 sampling points in each area by the wind direction and velocity can be derived. The high concentration sampling points were found in the downwind position mostly. It is not only impacted by the pollutants from upwind position, but also the pollutants from the nearby plants. The pollutants not easy to accumulate in high wind speed therefore the pollution concentration relatively low. 2. Listing the high risk processes of outlying islands industrial zone The total number of potential process risks in outlying islands industrial zone is 60. This number includes 35 high level risk processes, 9 medium level risk processes and 4 low level risk processes. The risk processes distribution of each company is the following: there are 15 risk processes in Formosa Plastics Corporation and Nan Ya Plastics Corporation, 13 in Formosa Chemicals & Fiber Corporation, 8 in Formosa Petrochemical Corporation, 4 in both Chang Chun Group and Dairen Chemical Corporation and 1 in Nan Chung Petrochemical Corporation. Besides, the risk index of chloroethylene manufacturing process (Ip) 3.94 x 1013 in Formosa Plastics Corporation Mailiao Branch is the highest. 23 substances prone to cause air pollution emergencies can be counted by analyzing the products and raw materials used in the overall risk processes. Among the 23 substances, Toluene has the highest percentage of 12.50%, followed by Butadiene and Chlorine at 10.00%. Moreover, in the 35 high Risk Potential processes, the raw material contains 20 substances prone to cause air pollution emergencies. Among the 20 substances, both Butadiene and Chlorine has the highest percentage at 15.38%. In addition, via selecting the five major high risk processes and management factor of industrial zone, the estimated Risk Potential (RP) of outlying islands industrial zone is higher than 75 at 77.6. Therefore, it is listed as a high risk level industrial zone. 3. Building the detail database of pollution fingerprint 198 pipelines in 96 manufacturing processes in outlying islands industrial zone have been analyzed and tested. The VOCs and the relative concentration ratio of odor compositions of these 198 pipelines are calculated. Moreover, the ten major substances of the relative concentration ratio are selected from each pipeline as the characteristic substances of this particular pipeline. Furthermore, ten characteristic substances of corresponding manufacturing processes are selected base on the appearing times in the characteristic substances of each particular pipeline as the characteristic substances of this particular process. 4. The further checking and testing by the scholars and experts There are four sessions of further checking and testing by the scholars and experts this year. The target company in the first session is M11(VCM department)、M61(AN department)、M81(MMA department) of Formosa Plastics Corporation. The target company in the second session is ARM-1 department of Formosa Chemicals& Fiber Corporation Mailiao Branch. The target company in the third session is M01、M05、M07、M09、M015、M16 、M26 of Tasco Chemical Corporation Mailiao first Branch. Finally, the target company in the fourth session is M07(2EH)、M14(EG1)、M15(1,4-BG) of Nan Ya Plastics Corporatio Mailiao Branch. There are 213 suggestions from the committee members in total, including 75 suggestions of license checking (35%), 53 suggestions of emissions checking (25%), 29 suggestions of air pollution fee checking (14%), 50 suggestions of VOC regulations checking (23%) and 9 other suggestions (3%). 5. Updating and maintaining the central monitoring database integration system of outlying islands industrial zone Base on the different properties of each database, different frequency of regular updating are applied. Moreover, online reporting for Sixth Naphtha Cracking Plant has been available in the central monitoring system. The reporting form includes the following: 1. annual repair plan and report; 2. the event report of discharge of pressure relief devices emission process; 3. VOCs seasonal controlling declaration form; 4. flaring implementing report; etc. All of the above paperless information is provided in the online system to the business parties in Sixth Naphtha Cracking Plant. Two CCTV real-time monitoring system (one is set in Port Building and the other one is set at the top of Chang Gung Medical Foundation) were expended in the project of this year. Environmental Protection Bureau has established four CCTV monitoring systems in the surrounding of outlying islands industrial zone so far. These four separate monitoring systems are integrated to the central monitoring systems via CMS (Content Management System). Through the integration, Environmental Protection Bureau is able to control the real-time status of outlying islands industrial zone and establish the complete network of live monitoring. In order to offer greater convenience to people to check the air quality and weather information of Yunlin anytime and anywhere, the APP for both Android and IOS system has also been designed and developed. The public is able to download and install the real-time checking APP in accordance with the operating system. The APP provides three major real-time checking of air quality and weather information. The available range includes self-established stations of Sixth Naphtha Cracking Plant (3 stations), weather observation stations of Environmental Protection Bureau (5 stations), mobile monitoring vehicles (2 vehicles) and air quality observation stations of Environmental Protection Administration (total 5 stations in Changhua, Yunlin and Chiayi). Moreover, this APP was announced and popularized to the public in the press conference. 6. Integrating the self-management air pollution improving state of four main companies in Sixth Naphtha Cracking Plants In the two pollution control and review secessions (on June /21 and November 22), the companies in Formosa Plastics Group Industrial Zone replied the updating status to previous comments and conclusions on the self-management air pollution reduction plan or the agreed affairs. There are 201 comments and conclusions in total from the previous review meetings. 171 of them are completed. The others are under processing. VOCs are reduced 71.82 tons by self-management and the investing amount is NT$162,510,000 this year. The reviewing and tracking of the pollution reduction and the improving state will be continued through the meeting in the future. 7. Providing education and technical training of existing air pollutants checking and control plan to the department The first training session of this project was held on June 25, 2013. The purpose of this training was to introduce operation of the environmental monitoring system of outlying islands industrial zone. Via the system, information and state of the plants can be controlled quickly during an emergency. The second training session was held on November, 14, 2013. In this session, experts and scholars introduced and analyzed the executing and application result of VOCs plan this year.
