Motorcycle Exhausted Emission Regular Inspection Fee and Inspection Station Quality Management

The Regular Motorcycle Exhaust Inspection System entered into the 18th year in 2014 since its implementation in 1996. The main task included evaluation and appropriation of inspection subsidy, audit and training programs for inspection stations, organizing the inspection station management and audit methods implemented by the Environmental Protection Bureau (EPB) , researching the abnormal screening mechanism of emission analyzer, the feasibility of lowering the standard gas concentrations, inspection and accreditation of test equipment, organizing relevant conferences, amending the “Management Rules of Inspection Stations”, statistical analysis of regular inspection data, etc. In 2014, there were about 7.32 million inspection records that qualified for the subsidy conditions, amounted to about $590 million of appropriated funds. Following the official introduction of e-Billing system in 2014, the appropriation time for data inquiry has shortened to 0.8 months, the appropriation efficiency of which had increased two-fold and regarded as optimal. With the implementation of on-site motorcycle audit through particular screening conditions, there was an effective seizure of inspection stations with misconduct behaviors. The EPB was thus requested to strengthen the supervision. The “Management Rules of Inspection Stations” included to set up an age limit for the emission analyzer and mandatory to send the emission analyzer with abnormalities for calibration at the national-certified inspection unit, penalty for untidy environment of inspection site, improve the quality of inspection equipment, maintain the good image of environmental protection unit, and strengthen the withdrawal mechanism of inspection station. Based on the performance analysis of regular inspection system in 2014, the disqualified motorcycles that had done the re-inspection and made improvement, their CO and HC emissions had decreased 17,472 and 2,558 metric tons, respectively. A total of 222,764 motorcycles had been eliminated, recycled or scraped due to the inspection system, and that their CO and HC emissions had decreased 2,438 and 1,022 metric tons, respectively. Based on a total of 623,959 two and four stroke motorcycles recorded by the inspection stations for the regular inspection, it had been calculated that the CO and HC emissions had reduced by 2,320 and 1,323 metric tons, respectively. With regard to maintenance/inspection samples, EPB had handled a total of 191,968 two and four stroke motorcycles, and successfully reduced 712 and 408 metric tons of CO and HC emissions, respectively.
