The Mobile Source Air Pollution Fee Auditing and the Quality Inspection of Automobile Gasoline and Diesel Fuels

The project period was from Feb 12, 2015 to Feb 11, 2016. The tasks included prior auditing the air pollution control fee for mobile pollution sources based on the “Air Pollution Control Fee Collection Regulations”, inspecting the data and testing the quality of gasoline and diesel fuels in producers/importers’ refineries, storages, depots, retails and other distribution places based on the “Selling and Importing Permit Management Rules of Automobile Gasoline and Diesel Fuels” and the “Standards for the Composition of Automobile Gasoline and Diesel Fuels”, collecting and analyzing foreign and domestic regulations of fuels(including bio-fuel), and evaluating the feasibility for the promotion of hydrogen energy and fuel cell and also setting up a demonstration. From January to November, the air pollution control fee of both gasoline and diesel collected was 2.973 billion NT dollars. It increased about 0.69%comparing to last year. The monthly average reporting volumes of gasoline and diesel also increased. Regarding the web reporting system of air pollution control fees, the system had been corrected and the problem with uploading had been solved. The scanning result of the last quarter showed no vulnerabilities. The accounting audit results from Dec, 2014 to Nov, 2015 showed that the reporting data of the air pollution control fee were valid. From January to December, the average sulfur contents of gasoline and diesel produced by domestic refineries were between 2.1~8.1 mg/kg and 2~9 mg/kg, respectively. For the field inspection, the sampling number of gasoline and diesel fuels was 40 for refineries, 120 for depots, and 240 for gas stations. Only one testing result of sulfur content in diesel sampled from a gas station did not comply with the “Standards for the Composition of Automobile Gasoline and Diesel Fuels”. Moreover, the project assisted one bio-diesel entity finishing the permit extension task in Feb. Also the Department of Energy (DoE) announced that the automobile diesel didn’t have to add bio-diesel beginning May 5, 2014. But there is a probability of promoting the B2 policy again. In the aspect of foreign fuel regulations, the main purposes of the fuel quality regulations in the European Union were unleaded gasoline and low sulfur content. The US Environmental Protection Agency promulgated fuel regulations based on the various evaluation projects including the Reformulated Gasoline project, Tier 2 project, and Mobile Source Air Toxics project. Asian countries like Japan, Korea, Hong Kong and Taiwan are mostly following the fuel regulations of the European Union. The unqualified rate of domestic illegal fuels auditing was 0.04% in 2015. A fuel cell generator and cell-phone recharge station had been set up at the Chi-Shan Rock activity center of Mei-Shan district in July. The demonstration will take six months. The educational session for operation and safety guide of fuel cell was held on July 17. Two fuel cell introductions, observations and learning sessions were held on Aug 29 and Jan 4, respectively. The total number of participating personnel was 166.
