Statistics and Updates of Environment-Related National Greenhouse Gas Inventory

All parties included in Annex I to the Convention are obligated to prepared their National Inventory Report (NIR) according to the 2006 IPCC Guideline starting in 2015. We have studied the NIR prepared by other countries to understand their calculation methodologies and revise our greenhouse gas inventories from waste sector accordingly. Our team had visited several landfill sites, compost processing factories, incinerators, and wastewater treatment plants, to gain better understanding of the data collection process and to make better choice of emission factors. Expert consultations were also inquired to assess the choice of methodology, activity data, emission factors, and other parameters needed to make emission estimations. Greenhouse gas inventories from 1990 to 2013 was prepared based on the methodology laid out in the 2006 IPCC Guideline. In the result, GHG emission peaked at 1996 due to massive landfill operations. The emission started to decrease after 2000 with the increase of waste incineration and recycling. A total of 4.4955 million tone CO2e was emitted in 2013, 37.6% of GHG emission in the waste sector came from landfill, 37.3% came from municipal wastewater treatment, 24.1% came from the industrial wastewater treatment , 0.1% came from incineration, and 1.1% came from compost. 92.4% of greenhouse gas emitted was methane, 7.5% was nitrous oxide, and 0.1% was carbon dioxide. The emission was reduced by 50% since 1990, and by 4% since 2012.
