Air Quality Maintenance and Integrated Management Plan in 2015.

The analysis of carrying capacity of environments and air quality information in Yunlin was executed during January, 2011 to May, 2016. According to all levels of air quality trends, the good air quality days had ascended from 2012, and the highest value over the past 5 years was appeared in 2015(283 stations). The poor air quality days descended from 2013 to 2015, furthermore the poor air quality days from January to May in 2016 were the lowest (5 stations) compare to the same period. Although the annual average concentration of PM2.5 and PM10 in 2015 showed downward trends, the annual average concentration of PM2.5 and PM10 among all administrative regions in 2014 and 2015 still ranked first. It ought to be based on environmental awareness and supplement controlling strategy to improve the situation of PM2.5 pollution. The project integrated stationary sources, mobile sources, constructions, the Jhuoshuei river, exposed area and advocacy into local characteristics, and proposed controlling action program for particulate matter reduction. Yunlin County government was invited to joint control particulate matter, and held Yunlin air pollution control committee in September 30, 2015. In accordance with the conference record, it was decided to organize working groups and convene meetings separately. The six working groups including the factory area group, the public construction group, the emitted dust along Jhuoshuei river group, the traffic vehicle group, the homestead purification group, and the health education advocacy group. Each working group had accomplished the first group meetings, and made their own objectives. In order to understand the performance of the project of air quality comprehensive maintenance management, the project have scored the other projects based on“2015 Air Pollution Control Plan”, conducting the progress inspection, quality controls, and effectiveness evaluation. In addition, the project implements the assessment of effectiveness of the project execution following by the Environmental Protection Administration evaluation points, and it is more effective to achieve the demands of “Municipal and county air quality maintenance or improvement of work of the Executive Performance Evaluation Points”. According to Environmental Protection Administration evaluation, Environmental Protection Agency proposed self-assessment results. The project analyses the reason of the difference between evaluation of Environmental Protection Administration and self-assessment result of Environmental Protection Agency, and offers recommendations for improvement. In addition, the major working items including air quality monitoring and urgent event executions are performed 71 times (Statistics from January to June 16, 2016) during poor air quality events.
