2015 Stationary pollution inspect and urgent response project of Taichung city

Absrtact	The execution period of this project is from Jan. 1, 2015 to Dec. 31, 2015. Tasks in this project include checking of mandatory compliance by stationary polluting sources, planning of subjects of audit and tests, review of site monitoring and test reports, implementation and analysis of data on categories of air polluting emission in industrial parks, monitoring of OP-FTIR and CC-FTIR, checking of mandatory compliance by stationary emission sources, audit and patrol of Taichung Harbor area, checking of mandatory compliance by gas recovery facilities at gas stations, APP system of electronic information service for development patrols, and urgent response to air pollution incident. The operations are all in process as scheduled to a percentage of achievement is currently 100%. The checking of mandatory compliance by stationary polluting sources has a priority on focused controlled areas and trades, including steel industry, power industry and surface coating industry. Currently 639 firms have been checked, with 36 reported to EPB for disposal. With a view to effectively utilize the limited energy of audit and tests, we incorporate the analysis of audit ＆ test and data of regular declaration in the past in the subjects of audit and tests, whereby to select the subjects to audit and test on. This year’s implementation of data on categories of air polluting emission in industrial parks has a priority on the plants not having been implemented with emission category; currently we have completed the implementation of category of emission at 120 locations, four OP-FTIR and seven CC-FTIR operations of monitoring. We audit and patrol Taichung Harbor twice each month, with a focus on the control and prevention of dust raising by loading and unloading at the harbor entrances, an on transportation vehicles and vessels. In order to improve on the checking with paper in audit and patrol and to reduce consumption of paper, we have completed the development of system of APPs for electronic information service for patrols, which is now used online normally.
