Analysis and Executive Support on National Green Energy and Carbon Dioxide Emission Projects

To alleviate impacts of climate change, United Nation signed the UNFCCC in 1992 to address on how the climate change problems should be dealt with. In 1997, Kyoto Protocol( KP) was also signed and served as a guideline of limiting global carbon dioxide emissions. In 2012 Doha conference, the conclusion of extending Kyoto Protocol to 2020 was made, many efforts had also been made to enable a new protocol could be in its effectiveness in the year of 2020. Therefore, Executive Yuan set up the「Green energy and low carbon committee」in December, 2009, to organize energy conservation and carbon reduction projects per presidential order in all departments, as well as to further speed up the implementations of each department's reduction policies and the fulfillment of annual targets, to achieve national policy targets of 「Sustainable energy policy guidelines」. According to the conclusions of the 19th conference of parties of United Nations Framework Convention on Climate Change(UNFCCC, COP19), besides of modifying the relatively mandatory「commitment of emission reduction」article to more elastic「demand of contributions of emission reduction」elastic, conclusions from Doha Climate Gateway, DCG (2012.12)was also restated which casts the need of the approval of an climate change agreement that covers all parties from the year 2020 within the year of 2015. However, it has been 4 years since Taiwan government started to promote the「Master Action Plan of Energy Conservation and Carbon Reduction」, except for setting the total carbon reduction target of the nation(reducing emission amount to year 2005 in the year of 2020), to speed up the implementation of reduction policies in public sector departments and the fulfillment of annual goals have also been the major aspects of effort of the government.
