Work Plan on Greenhouse Gas Reduction Of The Best Available Techniques Of The Pre-Assessment And Establishment Plan

This program can be divided into four major subjects. The first subject is to collect and study the international emerging low-carbon technology, and based on its analysis which led to the key reduction techniques for Taiwan as a reference for the best available technology (BAT) complementary measures for the Greenhouse Gas Reduction and Management Act. Now, the main developments of low-carbon technology in the world are carbon capture and storage (CCS), geothermal, ocean energy and offshore wind power. This subject has completed the collection and research of the latest developments and achievements of international low-carbon technology organizations and their open-data, and the large-scale of international low-carbon technology conferences analysis to plan international collaboration of these technologies. The second subject is to propose the prior promotion of our national BAT options for carbon reduction. We has been analyzed for carbon emissions trend and statistics of industrial sector to screen the high-carbon emission industry in Taiwan while investigated which power generation and integrated circuit manufacturing industry are likely to build new construction or plant expansion in the future. In order to investigate the BAT of carbon reduction, we researched on carbon reduction technology-related reports and references in these industries, and proposed the BAT reference form with its carbon reduction potential and carbon reduction efficiency standard recommended value as a follow-up incentive program reference. In addition, to draft the BAT procedures for carbon reduction document, including the new or amendment GHG emissions scale (draft) in Taiwan, this subject collected the United States best available control technology (BACT) procedures, and were developed against feasibility and applicability of existing regulations, such as the Environmental Impact Assessment Act and the Energy Management Act, to implement the BAT of carbon reduction. The third subject is to access the environmental monitoring and management mechanism of the domestic new carbon reduction technology. The prior promotion of BAT options for carbon reduction has been evaluated with the international environmental impact assessment items related to CCS, geothermal, ocean energy and offshore wind to meet current technical requirement. The environmental impact of CCS and geothermal is focusing on geological, groundwater monitoring, water consumption; Offshore winds is focusing on ocean geology and noise issues; solar energy is concerning about land use, water consumption and the replacement of waste disposal. In addition, proposing the cross-border risk and carbon credit assessment of CCS, geothermal, marine and offshore winds for the cross-border risk and carbon credit assessment of BAT for carbon reduction. In the last subject, we assisted the promotion of domestic industries non-carbon dioxide greenhouse gas emission reduction programs to reinforce the greenhouse gas reduction contributions in Taiwan. This project has been completed on collecting and researching in domestic and international electronics industry development of N2O and NF3 emission trends to propose domestic industrial countermeasures and technical improvements and regulatory advice. Updated the progress of domestic fluorine gas emission reduction actions, and continued to stimulate international voluntary reduction participations for industries. And collecting national and international scenario and analyzing the feasible technology assessment of on alternatives to HFCs. This program has been compiled Taiwan's low carbon technology carbon reduction potential and environmental management norms related articles, contribute to "The carbon reduction potential and environmental impact management proposal of Taiwan geothermal power generation" in Chinese and "FCs Reduction Emission Next Steps for Taiwan's Electronic Industry" in English. This program will continue to maintain and expand of carbon capture technology information network system and regularly to publish low-carbon technology international information, as well as continue to update of international low-carbon technology promotion results in the content of carbon capture technology information network. Until now, this program had reviewed 57 cases of imported pollution control equipment. This program also assists the EPD to convene greenhouse gas reduction related experts for consultation and hold ministry meetings. The conference categories include: interrogate and examine the promotion effectiveness of trading work, carbon reduction technology and incentives, Taiwan's major GHG emissions reductions of BAT, and domestic HFCs reduction works, there were ten meetings totally.
