2016 Control plan on permits to stationary pollution source, air pollution fees and VOCs

All operational items of this plan have been completed during the execution period from January 25, 2016 to December 31,2016. Currently, Taichung City has filed 2,886 stationary sources, which have 1,158 valid operating permits. During the implementation project, 375 permits were issued. Which include the emission recovery mechanism, particulate pollutants, sulfur oxides, nitrogen oxides and volatile organic compounds (VOCs) were recovered 334, 114, 138 and 187 tons / year, respectively. In addition to the air pollution fee declaration review, our plan also conducted the sampling detection for VOCs content of raw materials simultaneously. There were 94 times of sampling test carried out from 2011 till now, and the variation between results of the test and declared numbers that is more than 10%, they are as high as 51.1%, and the materials purchased from Tai Chuan Paint Manufacture Co., Ltd accounted the highest proportion of unqualified material, followed by DIC Graphics Chia Lung Corp. and Dongbin Coating Co., Ltd. Suppliers with non-compliance items have been listed and consolidated by Environmental Protection Bureau (EPB), and provided to counties and cities as a priority testing objects. According to the announcement of the regulations on the control of raw coal self-control in this City, the plan has cooperated with the implementation of raw coal quality sampling test. On October 21, 2016, the detected calorific value of raw coal samples from Taichung Power Plant was 5,828 kcal / kg, (should be greater than 6,000 kcal / kg), which has been transferred to EPB for notification of requesting Taichung Power Plant to improve. In addition, according to the autonomous regulations, the coal shall be stored in closed buildings since December 31, 2018. At present, four raw coal pile sites are in compliance with the specification, and the remaining 16 sites have also submitted their plans for improvement. Moreover, our important issue is to develop strict standards for boiler air pollutants in order to require the boiler gradually switching to use of natural gas. The draft has been pre-promulgated and a public hearing will be held. Upon the completion of the legal process, it can then be announced and enacted.
