Implement of the new model certification, conformity of production and the recall relative investigative test for in-use vehicle

The main objective of this project is to assist EPA to implement new gasoline vehicle emissions control related tasks, the three major tasks were: implementation of new vehicle emissions control measures; continuous to promoting and improving functionalities of the electronic certification process; draft more stringent emissions standards. Implementation of these tasks could control and reduce emissions from gasoline vehicles. In 2016, total 389,031 new gasoline vehicles were sold in Taiwan and 97.7% of them were using new vehicle type approval and the other 2.3% imported in-use vehicles were using individual tests for the certification process. This year 391 new gasoline vehicle emission certificates were issued most of them adopted the EU regulations for certification; 2,180 Conformity of Production tests were performed by manufacturers and audited by this project, 145 new gasoline vehicle random selection compliance tests were performed and the results were close to that of certification values; as to the foreign in-use gasoline vehicles tests, 5,797 vehicles were adopted driving cycle tests and 97% of them using the FTP-75 driving cycle for the test and the results showed that all of them were below half the standards’ limit values. As to the recall and correction investigation tasks, gasoline vehicles of 2011~2012 model years in 10 engine families were selected to perform the verification tests, the test results showed that all test vehicles were in compliance; as to the green vehicle evaluations, in addition to periodically publish the current control status, new vehicle’s environmental related information were also updated to provide as reference for the Public to purchase eco-friendly gasoline vehicles. As to the functionality improvements for the electronic certification process, in addition to maintain the existing functionalities to be operational and meet the implementation and management requirements for the new gasoline vehicles emissions related control measures, this project also added management functionalities for the OBD tests and quality control program to simplify and integrate related process and data of the two tasks; The emission control measures and the document contents requirements for the in-use vehicle certification process were also being reviewed and necessary contents and functionalities would be added or revised in the regulation and certification operation system which would be provided as reference for the in-use gasoline vehicle certificates application. As to the task of tighten the new gasoline emissions control standards, both the European Union and US were tighten their standards through Euro6d and Tier3 respectively. Refer to the Euro6c in EU and the Tier2 Bin5 in US, the gasoline vehicle Stage 6 emission standards in Taiwan would be revised and effective on September 1, 2019. In the standards, emissions limit values would be tightened by referring to the stipulations in Euro6c and OBD Euro-2, also the in-use vehicle quality control and IUPR requirements would be added; for imported vehicles, the ratio of selective audit tests for Conformity of Production would be increased. As to the standards tighten related research tests, the driving cycle emissions tests were being performed by using defected catalytic converters, O2 sensors, and ignition control systems and the results were compared to the certification limit values to investigate the exhaust emissions conditions for the setting of defected OBD monitoring devices and systems, the results would be provided as references for the drafting of future control measures.
