2016 Hualien Diesel Power Exhaust Detection Station Inspection Project

Statistical data results conclude that exhaust from moving vehicles is the most severe of total air pollution emissions; the particle pollutant emissions from diesel vehicles is a primary source of pollution that affects air quality. Starting January 1st 2016, this project will begin the process of regulating diesel vehicles through analysis of inspection data derived from the execution of this project. Through the results of this project and practical experience, the goal is to effectively regulate the diesel emissions of this province and provide appropriate suggestions to act as a basis for future policy strategy. Statistical data taken through December 31st 2016 shows that the project inspected 1,895 vehicles at stations and found an overall failure rate of 11.07%; regulation rate of diesel vehicles was 74.3%. Furthermore, this project executed 682 roadside inspections, pulling over 401 vehicles and finding 41 high pollution vehicles for a high pollution vehicle pull over rate of 10.2%. In terms of diesel vehicle self-management, there are 50 signed partners with more than 10 vehicles, and 51 partners with less than 10 vehicles for a total of 101 operators and 1,033 vehicles. Operations to improve air quality in Taroko National Park include education and inspections such as intercepting vehicles, measurements, gauging exhaust amount with the naked eye, and identifying license plates. A total of 2,148 vehicles were found to have passed through the clean region by identifying license plates and consolidating vehicle numbers; it is concluded through analysis that the primary source of vehicles are from within Hualien Province (845 vehicles, 39.3%) followed by Taipei City (489 vehicles, 22.8%). The annual amphibious project has added 31 self-management partners (4 dredging and construction companies, 17 companies from the 5 major industries, and 10 companies in waste management) with a total of 268 vehicles and a regulation rate of approximately 70.5%. This can increase the amount of regulated vehicles in the region by 8.7%, reduce PM10 by 3.99 mt/year, and reduce PM2.5 by 3.43 mt/year.
