2016 Tainan Low-Carbon and Sustainable Homeland Operations and Achievement Evaluation Project

Absrtact	1. Evaluation of Low Carbon City Promotion Assisting Tainan City Government found the project office of Tainan Low Carbon City which is responsible for evaluation the 10 constructional strategies(contains 45 measures and 85 specific actions). Includung tracking the progress of each actions, alteration of projects, and calculating the amount of carbon reduction and fixation. To the end of September, the total amounts of carbon reduction was expected to be up to 418,703 ton CO2e, and the amounts of carbon fixation was expected to be up to 631 ton C in 2015. According to Tainan Low Carbon City Self-Governing Regulations, the carbon reduction index and Tainan Low Carbon City Self-Governing Regulations should be reviewed every two years. Tainan Low Carbon City Self-Governing Regulations included 6 chapters, 38 regulations were set in 2012. And the carbon reduction index included 8 subjects, 29 indicators were set in 2013. In this year, the low carbon city project office convened meetings in May 6, May 9 and June 23 and modified the Self-Governing Regulations and the index. The new Self-Governing Regulations included 6 chapters, 37 regulations. And the new carbon reduction index included 9 subjects, 32 indicators. 2. Promoting Low Carbon and Sustainable Homeland Ranking Evaluation The plans helped EPB to promote low-carbon sustainable homes, wrote 11 performed projects and upload to Low Carbon Sustainable Information System. To the end of November, there were 14 administrative regions of Tainan city got nominated, 1 applied silver grade, 2 applied copper grade; 1 applied gotten copper grade, in promoting authenticate of villages, there were 218 villages that joined. As a result, 118 villages had gotten nominated. There were 38 villages still in the review. 16 villages applied copper grade and was 19 village had gotten copper grade, 2 villages applied silver grade. And there was 1 village had gotten silver grade. 3. Plan for improving Energy Conservation (1) Plan for Low Carbon Communities Counseling Energy-Mentor Corps completed the 45 villages on-site survey on August 21. These measure can effectively help school to understand the current status of its energy consumption and improve the efficiency of energy utilization to reach the goal of campus energy-saving , It will reduce 228,508 NT dollars/year power spending, and reduce 27.58 tonnes CO2e/year emissions. (4) Counseling Plan for Low-Carbon and Environmental Religions The project assisted 2 temples to replace the traditional high energy consumption lighting equipment by LEDs or other high energy efficiency lights, each counselling case could get 500,000 NT dollars financial subsidy at most. The counseling object in this year are Luermen Matsu Temple and Fuan Temple. The Luermen Matsu Temple replaced 17,819 high energy efficiency lamps, cost 1,590,000 NTdollars. It will save 281,454 kWh/year, reduce 985,089 NT dollars/year power spending, and reduce 259,171 kgCO2e/year emissions. The Fuan Temple replaced 6,256 high energy efficiency lamps, cost 1,410,000 NT dollars, and it could help Fuan Temple save 92,306 kWh/year, 323,072 NT dollars, and diminish 98,625 kgCO2e/year emission. The results of 2014 of administrative area display GHGs total emissions is 21.75 million tons CO2e, in which industrial sector(inclutive energy of industry and industrial processes) contributes 69%, energy of transportation contributes 14.52%, household energy contributes 14.36%, waste sector contributes 1.73% and agricultural sector contributes 0.8%. The results of administrative institute display GHGs total emissions is 139,467 tons CO2e, in which energy sector contributes 70.54%, waste sector contributes 27.17%, industrial processes contributes 2.26% and agricultural sector contributes 0.03 %. (2) The new GHG emission reduction goal According to the Article 4 of Greenhouse Gas Reduction and Management Act, long-term national GHG emission reduction goal shall be to reduce GHG emissions to no more than 50% of 2005 GHG emission by 2050. And EPA followed the Intended Nationally Determined Contributions(INDC) to set national GHG emission reduction goal shall be to reduce GHG emissions to no more than 20% of 2005 GHG emission by 2030. In this year, we assisted Tainan city to modify and add the GHG emission reduction goals which are as following:  Short-term: By 2020 reduce the jurisdiction’s GHG emissions 12% below 2005 levels.  Mid-term: By 2030 reduce the jurisdiction’s GHG emissions 20% below 2005 levels.  Long-term: By 2050 reduce the jurisdiction’s GHG emissions 50% below 2005 levels. (3) Drafting GHG control implementation plans According to the Article 15 of Greenhouse Gas Reduction and Management Act and the Article 15 of Enforcement Rules of Greenhouse Gas Reduction and Management Act. City competent authorities shall develop GHG control implementation plans in accordance with the Action Plan approved by the Executive Yuan and the Action Program determined by the central industry competent authorities. Therefore, we drafted the Tainan city GHG control implementation plans which included 44 measures and 165 specific actions. 5. Promoting Energy Conservation and Carbon Reduction Activities (1) The Website of Low Carbon Tainan City Based on the concepts of “simple, convenient, and sharing life“, we set up and maintain Tainan Low-carbon city website as knowledge exchange platform which integrates the associated information included carbon reductions, low-carbon sustainable development and to be the open databases for the citizen. The website link is http://tainan.carbon.net.tw/. (2) Promoting and Publicity Activities This project helped with Tainan to promotion climate change adaptation environmental education participate for “Environmental sustainability and energy technology exhibition” held with Environmental Protection Administration of Executive Yuan, Bureau of Energy of Ministry of Economic Affairs and Ministry of Education.
