The 2016 Project of VOC inspection in offshore industrial zones, Yunlin County

The task of this project is primarily to control, by a special case, the VOC polluting sources in offshore island industrial parks of the County. That involves rigorous monitoring of the polluting emissions by the VOC polluting sources in offshore island industrial parks, and checking, testing and follow-up tracking and control of those sources, enhancing the effectiveness of checking, control and emission reduction of VOCs in offshore island industrial parks, to maintain the air quality in the County and mitigate the impact on people’s health. Till date, this project has been completely by the provisions of contract and covered preplanned tasks by the preset methods. All the tasks were completed during the executive period (from July 1, 2016 to Dec. 31, 2016) of this project; the results are summarized as follows: (一)Made a tally of days on which the flares were used in offshore island industrial parks for the recent three years; flares were used on a total of 116 days in 2016, a significant decrease from the 5 years before 2016; currently no plant has been found using for 30 days. (二)control and emissions of VOC”, the failure to send, to EPB, the data of monitoring on the compositions and concentrations of waste gases that show total net heat on 17 flares in certain processes, namely, M27 process at Formosa Petrochemical Corp.’s #1 Plant in Mailiao (light oil plant), M01 process at #2 Plant in Mailiao (#1 Olefin plant), M01 and M02 processes at #2 Plant in Mailiao (OL-2, OL-3 Plants), M10 process at Formosa Chemicals & Fibre Corp.’s Haifong Plant (#3 Styrene plant), M01 process at FORMOSA CHEMICALS CORPORATION, and M07 process at Nanya’s Main plant in Mailiao (Isooctyl alcohol plant) has been reported to EPB for disposal. (三)By the flare monitoring and analytic results with mobile gas chromatography (GC), most propane and propene were detected at the lee side of FPC’s #1 Plant in Mailiao (light oil plant) and #3 Plant in Mailiao (OL-2, OL-3 plants), and, in reservoirs, a highest concentration of propane, at 313.35 ppb, was detected on the propane reservoirs (T811, T857) at FPC’s #3 Plant in Mailiao (East Wharf). (四)An integrated and analytic result of the materials of total amount report shows a total of 2,119 reservoirs in operation at offshore island industrial parks; 346 of them are in the category requiring notice to EPB of cleaning operation. in 2016, 39 were reported to be cleaned, of which 29 met the legal requirement of report under control, and 10 were not legally controlled; the emission from cleaning was about 8.717 ton. (五)A checking of the improvement on 146 environment committed reservoirs was conducted in 2016. Improvements on the 146 reservoirs were all completed, where 123 of them were in the status of “changing permit”, “permit details yet to be updated” or “permit inconsistent with current condition”. For the M06 and M07 processes at FPC’s Haifong Plant (Aromatice-3 plant), an application for change of permit was being submitted; apart from the TR30 reservoir at FPC’s #1 Plant in Mailiao, a light oil plant, being found with permit details yet to be updated, and East Wharf Reservoirs T837-T840 at FPC’s #3 Plant in Mailiao being found with permits inconsistent with current condition, the remainders met the legal regulations. (六)In respect of legal compliance by pressure release devices, 101 processes were checked. All 327 processes, which were 30 at Nanya’s plant in Mailiao (EG1 Plant), 30 at DOP Plant, 29 at NanChungPetrochemicalCorp., 79 at PA Plant, 19 at Nanya’s Haifong plant (EG3 plant), 23 at EG4 plant, 74 at Formosa Plastics’ plant in Mailiao (VCM plant), 8 at EVA plant, and 35 at PVC plant, were found with pressure release devices without enclosure and recycling to controlling equipment. (七)To be in line with the enforcement of more strict standards for equipment components, sample test was made on 4,882 components, of which 1 at FPC’s #3 plant in Mailiao (OL3 plant) and 1 at Formosa Plastics Corp.’s (VCM) plant in Mailiao were found exceeding the controlled value for leakage and were reported; also found were 3 at FPC’s #1 (light oil) plant in Mailiao and 1 at the same VCM plant exceeding the defined value for leakage, with 2 of them going over the more strict standard at 2,000ppm, however, the owners were able to repair them within 24 hours. (八)Statistics of report on total amount and audited emission by wastewater treatment plants and oil-water separation basins for Q1 to Q3 of 2016 were made. The emission by the former was 33.43 ton and that by the latter was 135.71 ton, which were both consistent with the results of comparison. (九)The reported total EIA emission by loading facilities for Q1-Q3 of 2016 was 39.621 ton, whereas the emission approved was 42.57 ton. The difference was 2.949 ton, and the cause of such difference was chiefly the inconsistence between the efficiency of gathering plants’ reports and the approval by this project. (十)It was found that in 2015, 14 processes had amount of operation exceeding the approved 100% per annum. Of these, the use of green coal and the product vapor at FPC’s #1 Mailiao plant (utility plant) reached 111.30% and 113.60%, respectively, product n-propyl alcohol at Dairen Chemical Corp.’s Mailiao plant reached 117.34%, and methyl acetate of raw material at ChangChun Group’s Mailiao plant reached 130.53% of use, exceeding the ten percent tolerance listed on the permits.
