Promotion of eco-driving and green-transportation, and vehicle emission reduction strategy research program

Within the Transport Section, the main emissions were from road vehicles and about 92% of them sold in the domestic market were gasoline engine vehicles. However the emissions reduction effectiveness for conventional engine vehicles such as on CO2, CO, NOx and PM2.5 were limited and cause negative influences on the air quality in Taiwan. From our collected emissions control measures that being adopted by world major countries, although different goals and strategies were proposed for management purpose, but the main trend do exist, which include promote low carbon alternative fuel vehicles, develop advance vehicle power systems, and provide related policies and infrastructure supporting measures with the expectation to reduce emissions from motor vehicles. Seven light-duty gasoline vehicles were being selected to perform comparison tests for different driving cycles such as the newly adopted world harmonized light duty vehicle test procedures (WLTP), Real Driving Emissions (RDE), and the domestic vehicle certification required New European Driving Cycle (NEDC) to investigate the result differences. The test results have shown that WLTP value is highly correlated with NEDC value with CO2 value conversion factors of 0.91~1.05, while the average CO2 value for RDE is higher, about 1.2 times the NEDC value. In addition, this project also investigated the emission conditions for garbage trucks that under real road garbage collection operating process; performed pilot study on motorcycles that being tested on real road riding conditions. Three different vehicle models were selected to figure out factors that would affect fuel consumption, CO2 emission and other pollutant emissions; and the respective emission models were established. The previous mentioned investigations could provide as references for subsequent domestic related researches and being served as main evaluation tools for the future eco-driving promotion. As to the task of eco-driving promotion, in addition to expand and add new function of e-learning on the Eco-Driving information website, edited and printed promotion materials, held one international conference on eco-driving promotion achievements and experiences exchange and the event presentations were being published in foreign publications. This project also held 4 seed instructor training courses with 44 potential instructors participated and held 7 driver training courses with 1,666 participants. After finished the seed instructor training course, the results have shown with an average fuel consumption reduction effectiveness of 11%. Also the eco-driving simulator was introduced into the promotion courses and for the 182 participated people have shown an average of 5.7% approximately fuel consumption improvements. Finally, through effectiveness comparisons and analysis of emissions control measures between vehicles within domestic and foreign transport sectors to propose the future domestic short-term, mid-term and long-term reduction strategies and related stage schedules.
