Creating and Promoting a Program to Reduce GHG Emission on Resdential and Commercial Sectors

The purpose of this Project is to promote the establishment and promotion of the greenhouse gas reduction institutions in household and business sectors which is divided into three major parts. The first part is collecting and studying the carbon reduction strategy and technological development trend of the international housing and business sectors and analyzing the energy efficiency improvement in them, as well as the carbon reduction strategy for old and new buildings and urban planning to serve as a reference for the conducting of assistance action plans to household and business sectors. The second part is simulating the household and business sectors emission scenarios with forma; models and developing three types of specific feasible promotion plans for voluntary emission reduction in office buildings, department stores, hotels and others. The third part is analyzing the feasible carbon reduction technologies for household and business sectors including perspectives on buildings and major carbon emission equipment. There are focusing on buildings’ carbon reduction technologies energy efficiency improvement, additional renewable energy and external walls insulation, and other types of carbon emissions equipment include equipment of air-conditioning, illumination and refrigeration with purpose of improving Taiwan's greenhouse gas reduction promotion. These three parts of tasks would play an important role in promotion of key technologies for greenhouse gas reduction in terms of policy promotion and environmental management in the future for achieving carbon reduction objectives in Taiwan. Among the final energy consumption sectors in Taiwan, household and business sectors (i.e. housing and service sectors) accounted for 22% of total energy consumption in 2016 after the 37% of energy consumption of industrial sectors; the growth rates of energy consumption in housing and service sectors from 1998 to 2016 are 27% and 47% respectively after industrial sectors' 48% growth. Therefore, it is necessary to put focus on greenhouse gas emission management and strategies. In the future, as socio-economic development progresses, estimation of how much carbon reduction can be achieved in housing and service sectors can be achieved via mathematical models to provide information on possible carbon reduction approach and assist in the formulation of implementation guidelines. Therefore, the critical purpose of this year is to collect and study relevant international information, as well as analyzing their impact on the household and business sectors in Taiwan to establish proposals for counter measurement, technological improvement and regulatory standards for domestic household and business sectors. The main usage of HFCs in Taiwan largely includes as a substitute for ODS, such as in refrigerant emissions. In recent years, Western countries are actively promoting to include the concept of reduction and replacement, and in the future, Taiwan’s domestic efficiency of the use of refrigeration air conditioning and energy will be significantly affected. This Project will also collect relevant HFC control and management information and conduct refrigerant efficiency assessment tests as reference for policymaking by the Environmental Protection Administration.
