The air pollution prevention plan of New Taipei City construction
project was executed over a period of 13 months. Currently, there are 17
people executing the plan. All the working items have reached the goals
set. All achievements are comprised of 5 items according to the scope of
work, including (1) collection and management of air pollution fee for
construction, (2) air pollution verification of construction project, (3)
promotion of autonomic site response report, (4) equipment control for
construction, (5) publicity operation. The executive summary is as follows:
Regarding collection and management of air pollution fee for
construction, by analysis, during the period from Nov. 1 2017 to Nov. 30,
2018, there were totally 4,546 commencing declarations on air pollution
fee of New Taipei City construction project, with 349 declarations in
average per month. During the same period, there were totally 3,776
completion settlements for air pollution fee of New Taipei City
construction project, with 290 settlements in average per month, a 13%
increase year-on-year. Through comparison on the average number of
commencing declarations per month
In order to effectively improve the usage rate of the online declaration
system, our team will lock the dealers who are currently still used to
on-the-counter service as the primary target. Similarly, the list of bulk
commodity dealers conducting on-the-counter declaration was organized
each quarter to be used as the pocket list of invited objects for the
follow-up plan, so as to hold the operation seminar of air pollution fee
network system, for further guidance, advice and providing foundation of
system correction. Comparing the online declaration conditions of the first
quarter in 2017 and 2018, in 2018, those who declared commence online
accounted for 64.1%, a 18.5% increase year-on-year, and those who
declared completion and settlement accounted for 65.3%, a 31.5% increase
year-on-year. So far, the publicity strategies are effective, the public
acceptability of online declaration is improved and the declaration rate
grows year by year.
In addition, for public works cases, statistic results of bid decision were
investigated monthly and a new inquiry mode was used for searching. The
municipal government, public institutions and owners of other public
sectors should be informed in advance via phone, fax and notice to handle
collection of air pollution fee for construction. As of Nov. 2018, 340
additional cross-region projects were controlled, 3,305 declarations were
totally completed. The average active application rate of public works was
53% after conversion and was increased to 89.8% after reminder. For the
date of bid decision is about 2 months averagely later than the actual date
of commence, by statistics, currently, there are still 340 undeclared cases
among the public works which are 2 months over the time limit, a 65%
increase year-on-year.
Regarding air pollution verification of construction project, during the
plan period, 12,195 inspections were totally dispatched, and the monthly
inspection cases were 938 in average, including 7,158 Class I construction
site inspections with no deficiency of 81.5%, slight deficiency of 12.3%
and severe deficiency of 62%, 3, 635 Class II construction site inspections
with no deficiency of 79.8%, slight deficiency of 16.5% and severe
deficiency of 3.7%. There were 434 audits, including 365 Class I
engineering audits and 67 Class II engineering audits. The monthly
controlled pollution is 3,606.4 tones, and through actual monthly site
inspection the construction pollution (deducted cases that shall be
completed and are shut down) is 2,2003.6 tones, by conversion, during the
period of executing the plan, the mastery degree of pollution reaches 83.71
%.
The area of 1,748,814㎡ was inspected for completed cross-region
road excavation and pavement, if taking the average road width of 9m, it
was converted into about 5km, and the roadbed improvement area was
194.313㎡. Totally, 314 construction projects were declared, if the single
control number was linked to 6 road certificates, 1,884times of repeated
excavation of the same sections was decreased approximately. Surrounding
road clean operation of independent maintenance work areas for 127
construction sites was signed to be increased, and the accumulated length
of street washing was 34,755.1km, and the length of street cleaning was
20,490.2 km. The total length of washing, cleaning and maintenance was
55,245.3 The quantitative TSP reduction quantity was about 762.4 tones,
and the PM10 reduction quantity was about 143.6 tones.
