Pilot Project on Installing Particulate Filters on Garbage Trucks in Pingtung( the second year)

Abstract This project has started implementation on December 21, 2018, and the work content includes: leasing and maintaining the 30 existing smoke filter sets, regularly conducting comprehensive functional verifications and tests on the smoke filters (at least once) according to the diesel vehicle inspection method, and holding four education and training sessions per year. By the time this report is submitted, all tasks have been completed, and the results of implementation are listed below: 1. Post-replacement of smoke filters (1) Original Shinpi Township vehicle “667-QZ” is remodeled as Shinpi Township vehicle “9972-WT”. (2) Original Chaozhou Township vehicle “303-TG” is remodeled as Chaozhou Township vehicle “4003-PY”. (3) Original Shinpi Township vehicle “731-RC” is remodeled as Wandan Township vehicle “190-UJ”. (4) Original Jiadung Township vehicle “450-RL” is remodeled as Wandan Township vehicle “501-UL”. (5) Original Wandan Township vehicle “449-RL” is remodeled as Wandan Township vehicle “789-UJ”. 2. Maintenance of smoke filters From January to December 2019, a total of 12 monthly maintenance services of the regenerative fuel systems were performed. In each monthly service of the vehicle regenerative fuel systems, self-initiated repair or replacement of parts and components was carried out in a total 30 vehicles (including fault reports from the cleaning team). A total of 77 vehicles were renovated. 3. Regular inspection of vehicles Vehicles installed with a smoke filter have to undergo at least one comprehensive functional verification and test on the smoke filter for every 3,500 km traveled or in every four months (whichever is earlier) to identify the operating efficiency of the regenerative fuel system; the difference in power-to-weight ratio shall not exceed 10%; opacity shall not exceed 0.6m-1 or black smoke reduction shall reach at least 80%. As of December 20, 2019, three periodical inspections and re-inspections were implemented on March 29, September 10, and December 10 of 2019. 4. Self-inspection and repair of vehicles The first self-inspection and repair was completed from January 3 to January 30, 2019. The second self-inspection and repair was completed from April 2 to April 26, 2019. The third self-inspection and repair was completed from July 1 to July 18, 2019. The fourth self-inspection and repair was completed from October 30 to November 12, 2019. 5. Education and training Four education and training sessions were held on May 8, May 31, October 30, and November 6 of 2019, respectively. 6. Evaluation of effectiveness The results of several black smoke tests show an average black smoke improvement rate reaching about 96.4% currently and the opacity value below 0.4m-1 (inclusive). It is estimated the reduction in PM2.5 has reached 0.157 tons, meaning a positive effect on black smoke improvement.
