The study and application of air pollution source detection techniques: 2018

Absrtact
The major works of this project were: (1) science and technology applying and handbook compiling; (2) Data of the Continuous Emission Monitoring System (CEMS) inspecting and handbook compiling; and (3) holding seminars or workshops for inspection skills and techniques. 50 field investigations and inspection works were completed, among which 3D Lidar was executed for 7 cases, flame ionization detector (FID) was executed for 11 cases, infrared thermal imaging device (FLIR) was executed for 3 cases, infrared gas leak detector (Gas-Find IR) was executed for 11 cases, Open-Path Fourier transform infrared spectroscopy (OP-FTIR) was executed for 9 cases, close-cell Fourier transform infrared spectroscopy (CC-FTIR) was executed for 6 cases, measurement of Particulate matter, Sulfur dioxide, and Nitrogen oxides (PSN) from stationary sources was executed for 2 cases, and 1 case of measurement of Volatile Organic Compounds (VOCs) in air as well. All the cases after executing were collected, analyzed and formulated to “Application Guidance of Scientific Instrument Detecting Air Pollutant Source”, for the reference of practical application by related personnel. For CEMS inspecting, all the 8 cases were accomplished. All the cases after carrying out were collected, analyzed and formulated to “Stationary Pollution Source Air Pollutant Continuous Emission Monitoring Systems Auditing Manual”, for the reference of practical application by related personnel. 3 sessions of the ““Air Pollutant Prevention Control Technology Seminar” and “Stationary Pollution Source Supervision Standard (including investigative technique of applied scientific device) Seminar” were held during October 2018, and 1 session of “Stationary Pollution Source Air Pollutant CEMS Data Inspecting Workshop (including field operation)” was held at Hsinchu Refuse Resource Recovery Plant in May 2019. In summary, the potential stationary sources were efficiently investigated through scientific instruments which were implicated on site; CEMS data were systematically inspected to assure their accuracy and compliance to the regulation; furthermore, the professional skill and knowledge of inspectors staff were improved through the seminars and the workshops.
