Management plan of maintenance improvement and information platform for indoor air quality

The project is dedicated to promoting the "Management plan of maintenance improvement and information platform for indoor air quality" project. In addition to the results of existing laws, administrations and past project research, we will further focus on “The review, amendment (ordering) and integration of the management law system for indoor air quality”, “Investigation, counseling and education promotion of unmanaged places for sensitive ethnic groups (junior high school, elementary school, kindergartens)”, “Inspection of managed sites, and Investigation, feedback and analysis of causes, problems and improvement measures of the locations that do not meet the indoor air quality standards”, “Drafting of the third batch of announcement sites that one should meet the indoor air quality management law”, “Drafting of equipment specifications, operating methods, ancillary electronic media instant display systems and other precautions for automated monitoring facilities”, and “Maintenance and integration to enhance regulatory effectiveness for indoor air quality information network and reporting platform” and other major governance priorities. The preliminary implementation results of each project goal are described briefly as follows: Project Objective 1: Review, Amendment and Integration of the Indoor Air Quality Management Act System. (1)Complete the questionnaires and specific suggestions for the indoor air quality management law in the system policies, laws and regulations, and practice implementation of the 22 county (city) environmental protection bureaus and the first and second batch of public notices, (2)Amendment of some legal provisions of "Regulations of Indoor air quality inspection" and the completion of the "Notes on the establishment of automatic monitoring facilities for indoor air quality (draft)" through 4 sessions of special consultations, (3)Proposing for the National Competent Authorities for Business Objectives (Ministry of Health and Welfare, Ministry of the Interior, Ministry of Economic Affairs, Ministry of Education) to further develop the proposal for the management supporting program and the coordination of the inter-departmental meeting, and (4)Handling the 5 times reporting platform system operation and education propaganda briefing session for the managed place in the north, central, south and east of the country. Project Objective 2: Analyze the indoor air quality status of each type of announcement place. (1)Regularly submit declared information and control effectiveness of the management site for all counties and cities nationwide, (2)Analyze the characteristics and specific improvement plans of indoor air quality in various types of public announcement places, (3)The local visits of the non-conforming indoor air quality standards are conducted through 20 sessions, and the characteristics and specific improvement measures of indoor air quality in the unqualified announcement sites are analyzed, and (4)In accordance with the spirit of the "Indoor Air Quality Act", "105, 106 municipal and county (city) government environmental performance appraisal plans" and "107 the municipal and county (city) governments cooperated to promote the performance demonstration of the indoor air quality management law” proposes “the third batch of announcement sites that should comply with the Indoor Air Quality Act (draft)”. Project Objective 3: Collect indoor air quality testing survey data for unmanaged locations. (1)Junior high school and elementary school: Completion (A)Domestic and foreign air quality survey and research materials for primary and secondary schools in the past five years, (B)The inspection and analysis operations of the 13 schools that are easily affected are in the vicinity of the industrial zone with poor long-term air quality, (C)The inspection and analysis of 2 school classrooms (10 sessions) in the poor air quality season of autumn and winter, (D)Indoor and outdoor air quality standards test and comparison work with inspection work for 8 schools, (E)Monitoring and analysis operations were conducted continuously for 4 schools for one week, and (F)Prepare a “Handbook for self-management of indoor air quality for junior high school and elementary school (Draft)”. (2)Kindergarten: complete (A)Inspection and analysis of 20 kindergartens (at least 200 people), (B)Indoor air quality standard inspection for 5 schools, and (C)Prepare a “Handbook for self-management of indoor air quality for kindergarten (Draft)”. (3)Mass rapid transit system: Completion (A)Indoor air quality data and analysis of mass transit vehicles and waiting spaces for major cities at domestic and foreign (Korea, Taiwan, USA, UK, Germany, etc.), and (B)Prepare a “Handbook for self-management of indoor air quality for mass rapid transit system (Draft)”. Project Objective 4: Review and revise the functions of the annual assessment operation and maintenance management information network and reporting platform. (1)Completion of the “108 the municipal and county (city) governments cooperated to promote the performance demonstration of the indoor air quality management law”, (2)Update of "Indoor Air Quality Information Network" and the eight functional enhancements of the reporting system, and (3) The overall structural process of setting up the automatic monitoring facility to set up the network transmission mode for online reporting has been completed. However, the sub-law (Article 19 of the Indoor Air Quality Inspection and Measurement Management Measures) is different from the general law, and it is recommended to make corrections after subsequent clarification.
