Project for Fugitive Particulate Emission Reduction Strategies Enhancement

The source of particulate matter can be divided into primary pollutant and secondary pollutant. Primary pollutants are derived from pipeline discharge and fugitive emission. Taiwan Emission Data System (TEDS 9.0, base year 2013) indicates the emission distribution of each county. The distribution areas of PM10 and PM2.5 are mainly in five cities which are Kaohsiung, Taichung, Taoyuan, Tainan and New Taipei City. Among these cities, Kaohsiung takes the largest proportion and Taichung the second. The national annual quantity of primary pollutant (PM10) is 16.7million among which fugitive emission accounts for 53.6% which includes car dust for 20.1%, construction for 16.2% and industrial process for 17.3%. Particulate matter of fugitive emission is the control focus of Taiwan particulate matter regulation. This plan aims to assist Environmental Protection Administration executing the control of fugitive particulate matter, formulating relevant reducing strategies, supervising the implementation of local environmental protection authorities and enhancing the efficacy of control. The targets of this plan include: 1. Strengthen inter-departmental cooperation to review the relevant regulation and to implement air pollution control project of fugitive particulate matter. 2. Street dust sources analysis and solution formulating. 3. Assist local authorities to enhance the control efficacy of fugitive particulate matter. Provide data system, executive and technologic support. This year, the plan assists the amendment of Management Regulations for Construction Project Air Pollution Control Facilities and reassesses the impact and effectiveness of amended articles. Pursuant to the high emission of regional development project, the requirement of submitting an air pollution control plan before construction is added. In terms of auditing the pollution source, the conformity of construction site to the regulation is 58 out of 104 places, non-missing ratio is 56%. As for stationary emission pollution source, is 69 out of 104 places, non-missing ratio is 66%. The improvement has been made under the supervision of local environmental authorities. According to the investigation of 114 public construction sites, the ratio that contract document, supervising and implementing plan subordinated into air pollution regulation are low. Also, the designations of environmental protection budget are mainly lump sum account. In order to build a complete control system of air and noise pollution, EPA and Public Construction Commission cooperate to subordinate the contract format into air and noise pollution control regulations. The inspection of street project notified 223 cases of street pollution. Each county and city has to improve and report the results in due course. To implement the air pollution control regulation of port region, seven major commercial ports have to improve the air pollution control of barren land, cargo handling and driving routes. This year, we collected the functional specification of domestic and foreign street sweeper to formulate the feasibility for certifying street sweeper function. By analyzing how Chiayi agricultural barren land affecting Pu Zi monitor station through CMAQ, we controlled the cause of pollution and provided the suggested solution for counties and cities. We took Dayuan Industrial Park as the object, implementing street dust load investigation and analyzing dust to understand the source of the dust and to formulate the solution. Through auditing pollution source, CMAQ of agricultural barren land, inspection of road and street dust load investigation, we are able to control the pollution from the source, get access to regulation information and to implement every pollution regulation.
