The Project of Hydrofluorocarbons Reduction Management and Strategy Implementation

In response to the regulations on CFCs and HCFCs under Montreal Protocol, the industry in Taiwan has been converted to use hydrofluorocarbons (HFCs). In particular, refrigeration, air conditioning and fire extinguishing equipment have been converted to HFC-134a, HFC-227ea, HFC-32 and mix of HFCs. These substances may have leakage and emit from air conditioner or refrigeration due to poor construction, corrosion damage to pipelines or poor maintenance, etc. The project explores the regulations in the United Nations Framework Convention on Climate Change and the Montreal Protocol and national HFCs reduction management policies and practices, and propose HFCs emission control strategies suitable for Taiwan. In order to accurately estimate the emission of HFCs in Taiwan, the project follows the IPCC guidelines, including methods of data collection, emission factor and uncertainty, to set up estimate methods for HFCs emission inventory data, and update the national HFCs emission inventory from 1990 to 2017. Through visiting industries and domestic research reports, the project set up the local parameters of HFCs emission during manufacturing, installation, filling and disposal for household air conditioners, household refrigerators and vehicle air conditioning. At the same time, we evaluation the reduction technology and emission reduction policies suitable for Taiwan's industry to meet the greenhouse gas reduction target and comply with the Montreal Protocol regulation. The main work objectives include: (1) Searching for international conventions related to atmospheric protection (including the United Nations Framework Convention on Climate Change and the Montreal Protocol) and countries’ reduction management policies and practices for HFCs. (2) Analysis the international statistical methods for the greenhouse gas inventory reports to establish Taiwan's medium and long-term estimation and statistical methods. (3) Visiting and surveying the domestic refrigeration and air-conditioning related industries, and establishing local HFCs parameter database for Taiwan.
