Prevention and promotion to improve river fugitive dust programs in Pingtung County, 2018.

The execution period of this project is from May 18, 2018 to May 17, 2019. All contract goals of work items have been accomplished and the first drafts of midterm report and term report were submitted by November 14, 2018 and April 27, 2019 respectively. Extracts of the enforcement results of all work items are shown as follows: There were twenty seven river fugitive dust episode days of Gaoping River region from April 2012 through May 2019 (four times during June and July of 2012, seven times from June through October of 2013, four times from June through August of 2014, twice from May through July of 2015, four times from June through October of 2016, once during March and three times during June and July of 2017, once during April of 2018, and once during February of 2019). To understand the dust emission potential areas on riverbed, this project continued to investigate, analyze and compare the dust emission potential areas by field surveys and episode day analyses and marked out the riverside villages of Ligang Township and Wandan Township as high-impact areas of river fugitive dust. This project also offered the River Management Offices those results as reference for selecting the dust control sites. A total of 728.5 hectares of exposed riverbed were improved in 2018 and an estimation of PM10 emission reductions was 128.8 tons per year. To reduce dust emission from riverside streets and protect the public from dust pollution, this project finished 1,336.4 kilometers of street sweeping/washing in fugitive dust impact areas along the riverside during the execution period and an estimation of PM10 emission reductions was about 3,474.4 kg. In addition, this project also counseled firms or contractors to adopt road washing and cleaning works after flood season or during other periods and the length of road washing/cleaning executed by government organizations concerned (e.g. River Management Offices and Environmental Protection Bureau Kaohsiung City Government) and related projects(e.g. Construction Control Project and Gravel Plant Control Project) reached a total of 32,533.8 kilometers during the execution period up to April, 2019 and an estimation of PM10 emission reduction was 84,587.9 kg. With respect to various forms of propaganda, this project had completed three sessions of river dust educational propaganda at Jiuru Junior High School in Jiuru Township on November 2, 2018, at Tuku Elementary School in Ligang Township on January 4, 2019 and at Cian-Jin Elementary School in Pingtung City on February 26, 2019 respectively; this project hosted two propaganda sessions for villages and communities at Yushui Village in Jiuru Township and at Jiadong Village in Ligang Township on August 10, 2018 and March 22, 2019 respectively; this project also offered the mutual help and environmental protection patrol teams a training course concerning river fugitive dust on September 30, 2018. Furthermore, to strengthen lateral communication between government agencies concerned and response, prevention and self-protection action against dust episode, this project held a River Dust Pre-notification and Self-protection Drill on October 23, 2018. In addition, to enhance the river-dust propaganda effectiveness, this project participated in two cross-section or cross-project propaganda activities. As regards the media propaganda, this project had publicized protection information for eighteen days by cable TV scroll and eighteen days by radio. In addition, this project offered Environmental Protection Bureau the river dust prediction information by using established River Dust Forecast System for Gaoping River from May 20 through December 30 of 2018. After December 30, 2018, this project utilized self-developed Gaoping River Dust Forecast System instead to predict river dust episode event and successfully predicted the episode day on February, 2019. As for the lateral ties with other government agencies, this project held a liaison meeting on November 13, 2018 and invited officials of EPA, Environmental Protection Bureau Kaohsiung City Government, the Seventh River Management Office and the Southern Region Water Resources Office to attend, in order to understand current situation and planning of exposed riverbed improvement of Gaoping River and to discuss the modification of river fugitive dust early-warning and notification mechanism developed by Pingtung County and Kaohsiung City. The meeting also set the three-year goals of river fugitive dust control for Gaoping River.
