The project of promotion and application of scrap tire-based asphalt-rubber pavement and work effectiveness verification.

Absrtact
This project continues the EPA's previous plan’s experience and results, expanding the domestic asphalt-rubber pavement(ARP) application performance, and verify the long-term use effectiveness; according to the domestic road engineering market environment, and with reference to the application and promotion experience of various countries, construct the favorable environment for private participation in investment and commercialization of asphalt-rubber mixing technology transfer, and propose a blueprint plan to promote the application of domestic ARP and introduce free-market competition and development as the goal. The contents of this project mainly cover three parts, including (1) the expansion of the actual application of ARP promotion - by implementation of engineering projects to transfer technology to agencies and operators for expanding participation from all related industries to implement the popularization of ARP application technology; (2) Verification of long-term use results of ARP –according to " Performance evaluation for trial ARP section at Provincial Highway #61 and National Freeway #1 4 and 2.5 years data to analyze the road performance about replacing the ARP and focus on its effectiveness; (3) The blueprint for the promotion of the application of ARP - promote the formation of a free market-oriented business model for domestic application of ARP as target and propose short, medium and long-term promotion plans as a reference for the next stage of promotion policies. After the implementation of this project, the actual results include (1) the application of ARP has been extended to all parts of Taiwan, so that participating agencies and industry can improve their application technology, and provide feedback on the promotion process to propose a sound application environment and improve the integrity of the promote system (2) Verify that the replacement of ARP materials has great performance such as flatness, anti-slip, durability and noise reduction, which can help improve road driving comfort and safety; (3) establish the driving direction of the next stage, and promote the project through annuals plans. The industrial structure is expected to be consummate after the fifth year and enable at least 3 operators to have asphalt-rubber supply capabilities.
