Control of Hazardous Air Pollutants Emissions from Stationary Sources and VOCs from Consumer Products

Hazardous air pollutant (HAP) emissions have been regulated in many counties because HAPs are known or suspected to cause cancer or other serious health effects as well as to cause adverse environmental effects. Volatile organic compounds (VOCs) may also be toxics air contaminant and they may contribute from consumer products and coating/paint. The tasks of this project include 3 parts: to prepare the instrument of HAPs control of stationary sources, to analyze ambient levels for HAPs, and to develop the VOCs control tool for coating/paint. During the project period, the drafts of emission standards for HAPs of stationary sources have been revised, and the air pollution control and emissions standards for surface coating processes and the amendment to Gas Station Gasoline Vapor Recovery Facility Management Regulations have been drafted. The emission reporting system and the maximum ground level concentration modelling tool for HAPs has been modified based on testers’ comments. The monitoring data of the special industrial parks of the year 2015 and 2017, and the ambient concentrations of organic air toxics from photochemical monitoring stations, and heavy metal, dioxins from monitoring projects were analyzed. To acquire the information on the ambient concentrations of HAPs, samples collected in Zhongming station in this summer, autumn and winter seasons have been analyzed. In order to control VOCs emissions of architectural and industrial coatings, the VOCs limit values and categories of architectural and industrial coatings have been drafted.
