Validation Program for Gaseous Air Quality Minitoring System

In the past, the verification technology and gas traceability metrology are not well-developed, and the instrument performance testing and verification technology need to be improved. When the air quality monitoring station network in operation requires the maintenance, it is impossible to adopt a complete actual testing procedure to confirm the instrument performance specifications and affect the implementation of quality assurance standard operation procedure in the end. The main work results of this project are to assist the Environmental Protection Agency(EPA) in the establishment of a new generation air quality monitoring network necessary for the instrument performance test verification system and calibration standard traceability sources. The technical implementation focuses include: (1) Quality assurance laboratory technical capacity expansion, ( 2) On-site comparison platform construction and maintenance, (3) Gaseous pollutant automated analyzer testing verification system construction (including the production and supply of low-concentration standard gases used for testing), (4) Planning and execution the performance test of more than 600 sets of newly purchased equipment (including SO2, NOx, O3, CO,HC, zero air generator and corrector), etc. Through the procedures such as collecting commercial instruments to test, bid instrument performance evaluation, and complete performance test of delivered instruments, ensure that the detection limits of the newly purchased gaseous pollutant analyzers are superior to the regulated value in NIEA methods. In addition, by gathering references of relevant domestic and international regulations for the setting of air quality monitoring stations, to evaluate the suitability of domestic monitoring stations and assist the EPA to announce the "Air Quality Monitoring Station Setup and Monitoring Guidelines". Through the implementation and maintenance of the ozone and the flow calibration standard systems in EPA Quality Assurance Laboratory, the built test platform used to execute synchronization testing of monitoring analyzers, the performance evaluation process is planned to strengthen the quality assurance implementation strategy of the future monitoring station network operation.
