The main work of this project includes: performing CEMS function check and evaluation, fixed pollution source inspection and inspection, indoor air quality management, operation and maintenance of the air quality manual station monitoring facility, and environmental and traffic volume monitoring. Work and assist in the promotion of various noise-related control work, the monitoring work of the Zhongyang Protection Network and the parallel monitoring of aviation noise. The final report statistics period is from 2018/1/19 to 2018/12/31. The results of the work are summarized as follows: 1. CEMS function check and evaluation In terms of pre-operations, the working group and the EPA contractor first coordinate the work content, confirm the function check flue, on-site appraisal check and follow-up counseling to improve the list of factories, and matters that should be coordinated and paid attention to during the implementation of the plan this year. Revise the continuous automatic monitoring facility check and quality assurance operation procedures according to the management method. On April 27, 2007, the CEMS Regulations Meeting was held, and the EPA staff and connected factories were invited to participate. The meeting included the air pollutant emission standards for power facilities, the corresponding practices of the CEMS management method, and the expectation of connecting factories. Personnel have a deeper understanding of continuous automatic monitoring management and ensure that the project can be effectively implemented to facilitate follow-up work. According to the contract specifications, the plan has completed 10 CGA audits, 10 OP audits, 10 Z/S checks and 10 status compliance checks and 10 RATA checks. The CEMS function check completion rate is 100%. Monitoring data review: Regular monthly report review, and the daily and monthly report transmission rates can reach 100%. Efficient statistics can reach more than 85% per season. Second, fixed pollution source inspection and testing The detection of emission pipelines (particle, sulfur oxides, nitrogen oxides) in the inspection and inspection of stationary source is the first priority for the detection of particulate matter emissions in Chiayi County. The total number of inspections has been completed 13 times. The total three times failed and the deadline was improved and the remaining 10 times meet the regulatory standards. The sulfur content test of liquid fuel oil has been completed 40 times in total. Only one time exceeded the regulatory standards, the remaining 39 points met the standard; The detection of sulfur in raw coal has been completed 5 times in total, and each factory meets the respective regulatory control values; The detection of aversive odours in the perimeter air or discharge pipelines was carried out 71 times for the sampling and analysis of the factories and livestock farms that had been repeatedly affected. As of the end of the year, the total odor of the six factories was exceeded, one restaurant and eight livestock farms exceeded the standard. The 15 standards exceeded the standard and the remaining 56 points met the standard. Dioxin's inspection completed 2 times, all exceeding the discharge standard. The fuel used was waste wood and wood, the measured values were 0.798 ng-TEQ/Nm3 and 2.25 ng-TEQ/Nm3. The heavy metal inspection completed 24 tests in 2 times, and the test results all met the emission standards of (lead, cadmium, mercury). Third, the promotion of indoor air quality maintenance management The number of carbon dioxide inspections was completed 30 times. The number of counseling places: 6 types of public and private places, including parent-child museums, public private nursery centers, and sightseeing factories. The second batch of 5 public and private places and 19 private kindergartens, average The concentration can be within 1000ppm, and two sessions will be held. The indoor air quality test is only 2 public and private places, and the bacteria are exceeded at 1 point each time. Fourth, the monitoring / maintenance work of the Zhongyang Protection Network The project began to be implemented on January 19th. The VOCs cylinders were replaced every month for the micro weather station, and the monitoring system was sampled and tested every month. There was no abnormality at the end of December this year. At the same time, the fingerprint database and the relevant contact person in the strain inquiry system and the sampling energy of each unit are updated. For the sampling analysis of the VOCs cylinders of the five factories in the Zhongyang Industrial Zone, the detection values of the pollutants have been recorded and saved. Fifth, operation and maintenance of air quality manual station monitoring facilities Before the implementation, the orifice flowmeter was traced back to the first level calibration. The manual station of the county was 7 stations in total. The TSP sampling of the manual station completed 168 points and 84 points in the monthly dust sampling. And the implementation of the first to fourth season maintenance and multi-point calibration work, the 7-station dust-collecting body has completed the update operation in full, the relevant monitoring results are reported on time according to EPA. Sixth, the monitoring of environmental and traffic noise and the promotion of various noise-related control work Completed 4 seasons of environmental and traffic noise monitoring. A total of 104 stations were monitored and uploaded to the noise control system. Four noise correctors were corrected and 26 noise interceptions were performed. (Interception and inspection) A total of 412 vehicles were required to be inspected for a total of 67 vehicles. The notice has been issued and the deadline is improved. Perform non-ionizing radiation monitoring operations. At this stage, 26 points of radio frequency and 14 points of low frequency are completed, which can meet the recommended values of non-ionizing radiation environment.
