APMIS and PSN Data Quality Improvement Project

In order for the administrator to effectively understand the correlation between the regular data report on “Public and Private Premises Stationary Pollution Source” and the content of the environment inspection institution reports, this project has installed the “Application and Management System of Combing Air Pollute and Pre-Sampling Notification” (AMSCAP), utilized information technology to acquire the regular inspection report data from the “Air Pollute Management Information System” (APMIS) and the sampling schedule information from the “Pre-Sampling Notification” (PSN), and sorted the data by account according to business type and sampling schedule. The production and emission channels of the “Public and Private Premises Stationary Pollution Sources” are complex. A decision was made after discussions with the Department of Air Quality Protection and Noise Control, the Environmental Analysis Laboratory and other relevant units that this year’s project is aimed towards the boiler industry to establish related articulation and comparison mechanisms. A total of 235,686 entries of data from APMIS and 3,346,035 entries of data from PSN were collected for compilation and analysis. Various comparison functions and statistical worksheets were also developed for data analysis, articulation and comparison. This year’s main tasks and achievements are as follows: (1) Data acquisition and compilation APMIS and PSN are the data source for the compilation. The columns and format are summarized for various data, a shared worksheet designed, and the standard format for each column defined. (2) Development of account application and management The account application and management and review functions are developed to improve the application efficiency. (3) Development of a system interface function to manage the regular inspection report status The data interface mode is utilized to regularly obtain the data compilation and analysis of APMIS and PSN, create the articulation and comparison worksheets, and offer the administrator the APMIS and PSN report comparison status. (4) Development of the system’s advanced warning function The report history data are compared to warn the administrator in advance, and display the business entities with multiple report records so that the administrator can confirm if the said business entities have made multiple reports. (5) Development of inspection data analysis based on the processing habits of inspection institutions According to the business entity reports, the system will compare inspection data of the same business entity sampling location collected by different inspection institutions in the hope of using the inspection data trends to analyze data. The information is to be submitted to the Environmental Analysis Laboratory as a review reference for inspection institution laboratories. (6) Development of analysis functions for irregularities in the number of times inspection institutions are commissioned by business entities According to the business entity and inspection institution reports, the business entities and inspection institutions having conducted sampling inspections at the same location with a selected period are screened to find irregularities in the number of times business entities commissioned them. The results serve as reference for the administrator to reinforce or amend the management standards of business entities and inspection institutions. (7) Organizing system user training and assistance Prior to the official system release online, this project will host a system user information seminar according to the contract requirements. The user feedback will be collected during the training and assistance to serve as reference for future system improvements. In summary, this year's tasks are to use APMIS and PSN to create an information system and design with friendlier and more diverse functions to meet the users’ business requirements.
