GHG mitigation policy planning and application in the residential & business sector

The three main tasks are included and summarized as follow: Part I. Collect and analyze on the globally latest development of greenhouse gas reduction (GHG) technologies and strategies in the sector of residential and commercial and study the applicability of them to establish the energy saving policies in Taiwan. Part II. Establish demonstration cases of GHG reduction technologies in the residential and commercial sector and develop micro-scale project standardized model in Taiwan. Part III. Strengthen the feasible GHG reduction measures for the residential and commercial sector, and promote those technologies in models of low-carbon communities, buildings or commercial office buildings. Part I. After reviewing the collected information, the GHG emissions of our country in the residential and commercial sectors is the second place among the six main sectors, only less than the industrial sector. The largest part of emission (87%) comes from the electricity. Among the electric consumption, the air conditioner and lighting are primary equipments and use about 70% of electricity. While this sector covers widely businesses, retail and the financial insurance businesses are chosen. In this project, national policies of the United States, Japan, South Korea, China, the United Kingdom, and the European Union have been collected and GHG reduction measures and results for retail and financial insurance businesses have been analyzed. The collected information were included the action for carbon reduction of enterprises, methods for saving energy of equipments, measures for classifying buildings and how to establish a high efficient Data Center…etc. By means of comparison of global and domestic information, some of concepts such as: enlarge the controlled targets included in GHG Reduction and Management Act, promote the saving energy of buildings, train the staff to handling the GHG management and label the emission of GHG to establish the benchmark for each high consumption facility were proposed to EPA as the references. Part II. "Commercial Energy Conservation and Carbon Reduction Technical Counseling Team" was organized and provided 20 sessions of energy conservation and carbon reduction diagnostic services to the retail and insurance businesses. The estimated total amount of 57 thousand ton CO2e might be reduced. Usually, the supermarkets and convenience stores have larger EUI (Energy Usage Index) than those of other retail businesses due to the narrow space and high density of electrical consumption equipments in those stores. As the air conditioners and frozen facilities are put too close but the setting temperature of air conditioners is 26C (mandate by Bureau of Energy), if the sensors are located the wrong places will cause the higher efficient air conditioners to be shut down and the lower efficient frozen facilities to keep running. The total amount of electricity will increase. So adjusting the relating space of equipments and sensors should obtain energy saving. Later, a technical guideline for retail businesses to saving energy will be published to assist the different retail businesses to do self-examination energy usage and compare with their peers then improve their performance. During the same period, we also look for assisting the business to improve their energy usage. The project of Taipei 101 building carbon offset should be an impressing and important case. By means of replacing the LED lighting and using the CDM method of AMS-II.C, carbon offset project was passed on March 20, 2020 and will be expected to obtain 2,781 ton CO2e credits within 10 years. It is the first domestic case to obtain the carbon credits in the residential and commercial sector over the country. Consulting the business to obtain the carbon credit, the more coaching, the more experience and knowledge can be gained, the better method can be modified. A new modified domestic method was used for another case (Carrefour Fuzhong Store). Comparing to the ASM-II.C, the expenses of verification may save 85-90% and the carbon credits may only decrease 30-40%. This new method can motivate the business to take action to apply for the carbon credits from the micro-scale carbon offset project. Part III In order to complete the technical guideline and simplify the method, two special consultation meetings were conducted to discuss the opinions of experts and scholars. To confirm the applicability, five technology exchange briefings were held to understand whether this project was consistent with relevant business management practices. Information collected serves as a reference for revision of the guideline. The main concerning of experts and scholars is that more particle case studies should be described and as the models for people to follow. Moreover, for the widespread of the project’s beneficial outcomes, a total of 13 promotional graphic cards and five publicity announcements were designed and edited and two press conferences on the project’s implementation results were held. The project has shown the favorable results in terms of data analysis, implementation and promotion. In the future, the achievement of this project can be extended to various businesses of the residential and commercial sector.
