This Project began on December 21, 2019. The content of the work includes the lease and maintenance of 30 units of uncertified smoke filters, regular comprehensive smoke filter function confirmation testing based on diesel car inspection methods, and four training and advocacy sessions each year. At the time of this report, the following works have been completed and the implementation results are as follows Scrapping of trucks installed with smoke filters (1) Scrapping of truck number 621-SJ in Yenpu Township on December 24, 2019. (2) Scrapping of truck number 179-SJ in Neipu Township on May 6, 2020. (3) Scrapping of truck number DY-4462 in Pingtung City on May 12, 2020. (4) Discontinuation of truck number 546-QZ in Pingtung City on July 17, 2020. (5) Discontinuation of truck number 501-UL in Wandan Township on August 18, 2020. (6) Scrapping of truck number 447-RL in Neipu Township on August 18, 2020. (7) Discontinuation of truck number 623-SJ in Wanluan Township on November 26, 2020. Smoke filter maintenance work From January to December 2020, a total of 12 monthly renewable fuel combustion system maintenances were conducted. During the monthly vehicle renewable fuel combustion system maintenances/repairs, spare parts were replaced in a total of 50 vehicles (including those reported by the janitorial teams as broken). A total of 133 items were repaired. Regular vehicle inspections Vehicles that have been installed with a smoke filter must undergo at least one comprehensive smoke filter check after every 3,500 km or 4 months (whichever comes first). The horsepower difference shall not be more than 10%, the opacity must not be higher than 0.6m-1, and the black smoke reduction rate must be higher than 80%. This is to understand the renewable fuel combustion system’s operating efficiency. Inspections were conducted on March 26th, September 22nd, and December 8, 2020. Vehicle self-inspection and maintenance (1)The first self-inspection and maintenance was completed from January 3rd – 28, 2020. (2)The second self-inspection and maintenance was completed from April 6th – 24, 2020. (3)The third self-inspection and maintenance was completed from June 8th – 19, 2020. (4)The fourth self-inspection and maintenance was completed from October 13th – 23, 2020. Training Training and advocacy sessions were conducted on April 29th, June 12th, October 7th, and November 4, 2020. Evaluation of benefits Currently, the overall improvement rate for the average opacity of black smoke is 84.7%, and the opacity rate is under 0.6m-1(including). This signifies an estimated annual PM2.5 reduction rate of 0.075 tons. Black smoke improvement shows positive benefits.
