The 2019 Project of VOC inspection in offshore industrial zones, Yunlin County

The main task of this plan is to manage the volatile organic pollution source control of the offshore-island industrial zones in the County by project. It is to effectively monitor the emission of volatile organic compound pollution sources in the industrial zones of offshore islands, and conduct inspections, testing and follow-up control of volatile organic compound pollution sources, and to improve the effectiveness of inspection, control and emission reduction of VOCs in the offshore-island industrial zones, so as to maintain air quality of the county and reduce impact on public health. Since award of the bid (January 1st, 2019), all planned work items and execution methods have been completed in accordance with the contract. Final report has been accomplished before the end of term (December 31st, 2019). The major outcomes are summarized as follows: (1) VOCs emission from the offshore-island industrial zones decreased from 2,815.15 metric tons in 2014 to 2,551.01 metric tons in 2019. Among the pollution sources, components of equipment, storage tanks, and drainage pipes are the top three pollution sources while the amount of fugitive emission of paint coating is increasing year by year. (2) 30 controlled petrochemical processes were inspected for whether the drainage pipelines and pollution control equipment are in compliance with regulations. All 30 processes were found in compliance with the regulations. In addition, 12 inspections on VOCs (or single pollutant such as Benzene, Toluene, Xylene, etc.) in the controlled petrochemical process drainage pipelines were conducted. All results of analysis were in accordance with the emission standards of operating permits. (3) Inspections for compliance with regulations on 42 flare towers of the offshore-island industrial zones have been completed. Among them, the 2nd Naphtha cracking plant (OL2) of Formosa Petrochemical Corporation due to process startup has emitted exhaust over the flare smokeless design capacity, and has been reported on October 12. Through the control strategy of exhaust recycling and no emission from flare tower under normal process operation, the use-event day of flare tower and emission of VOCs are decreasing year by year. For those whose flare towers run more frequently, such as the Mailiao Factory of Chang Chun Petrochemical Co., Ltd. and PP Plant of Formosa Chemicals & Fiber Corp., it is recommended to put them on focus of control and continuously request those companies to optimize operations and improve control system. (4) 343 classified storage tanks in total were inspected for compliance with regulations. All tanks were found operating in accordance with the regulations. 909 inspections on equipment components of storage tanks were completed, and no leakage was found. In addition, we continuously gave advice to the companies to carry out storage tank exhaust recycling improvement actions. From 2014 to 2018, totally 146 storage tanks have been improved. Emission of VOCs has also been significantly reduced. We will continue to give advice the trade to reduce VOCs emission. (5) 46 controlled loading yards were inspected for compliance with regulations. All 46 yards were found operating in accordance with the regulations. In addition, 1,019 inspections on equipment components of loading yards were completed. No leakage was found. (6) Airtight tests were conducted on a total of 28 effluent facilities. The highest net measured value of oil-water separation tank (I001) of the 1st Naphtha cracking plant (OL2) of Formosa Petrochemical Corporation is 3,997.8ppm, and the company has been accused of failure of air-tightness. At present, the oil-water separation tanks in the offshore-island industrial zones which have not been used for a long time and doubted for fugitive emission is gradually applied for dismantlement so as to reduce the emission of VOCs. (7) Leakage inspections were conducted on 11,601 process equipment components. 21 out of them were found over leakage ratings (1,000ppm). Those companies have repaired the leakage problems in 24 hours according to the regulations and problems were confirmed resolved by the case officer. In addition, the 1st Naphtha cracking plant (OL1) of Formosa Petrochemical Corporation has been accused of leakage of 1 component over 10,000ppm. Dairen Chemical Corporation has been accused of 1 unfiled component according to the regulations. Through non pre-warning audit inspection, the companies were urged to carry out self-management and substantial maintenance on weekdays, and leakage rate and fugitive emission rate of equipment components is reduced year by year. (8) On-site inspections were made on air quality deterioration prevention and control plans of 59 factories that should cooperate with the emergency response or reach the alert level of emission in the offshore-island industrial zones. All factories inspected have cooperated with the emergency response operation in accordance with regulations. Reduction of granular pollutants was 537.35 kg, reduction of sulfur oxides was 2,660.42 kg, reduction of nitrogen oxides was 6,480.74 kg, and reduction of VOCs was 565.63kg.
