Ambient Air Quality Monitoring Plan in year 2019

This project started from 3rd July, 2019, and its contents included operation, maintenance and calibration of the manual monitoring station, 1 station’s equipment renewal, environmental noise monitoring, petitionary cases handling, environmental monitoring by monitoring car, maintenance of the PM2.5 continuous monitoring stations, renewal and maintenance of the digital signage, maintenance of the acid rain monitoring stations, monitoring of the Simple Air Quality Monitoring network, and establishment of the air quality monitoring station. The achievements in this project were summarized as bellow: 一、Completing 80 times maintenance works on manual monitoring stations, and 80 times TSP sampling. 二、Completing the flow meter’s calibration on 18th October, 2019. The regression coefficient was 0.9999, which was complied with the standard. (The regression coefficient shall be larger than 0.999) 三、Completing multiple points’ calibration on samplers in July, October (2019) and January (2020). All results were complied with the standard. (The flow accuracy bias shall be less than 5%; The regression coefficient shall be larger than 0.995) 四、Completing one point’s sampler calibration in the beginning of month (before and after sampling) and the end of month (before and after sampling), and the flow accuracy was complied with the standard that the bias shall be less than 7%. 五、TSP: The highest geometric average was happened in Beigang (63 μg/m3), and the lowest was in Kouhu (46 μg/m3). The monitoring relative high value was happened in Kouhu (167 μg/m3). Due to the comparing trend was consistent, the results were affected by the atmosphere. In the monthly geometric average, January, 2020, was the highest. All monitoring results were fit to the air quality standard. (TSP 24 hour 250 μg/m3) 六、Dust Fall: The highest average was happened in Beigang (2.22 ton/km2/month) and the lowest was happened in Kouhu (1.65 ton/km2/month). In monitoring value, the highest number was happened in Beigang (4.78 ton/km2/month) in September, 2019, and the lowest was happened in Kouhu (0.58 ton/km2/month) in December, 2019. 七、Completing 60 days general areas environmental and road traffic noise volume monitoring, all results were fit to the standard. According to the historic monitoring data, it was easier to detect high value in general areas environmental volume monitoring. And road traffic volume was stable due to less disturbance. 八、Completing 8 times fixed noise monitoring stations’ maintenance. In monitoring result, it was affected by the high-flow of vehicles and gardening in weekdays; for weekend, it was affected by the tourists and activities from nearby parks. 九、Completing 32 times mobile vehicles noise detecting, total intercepted number was 1,496. Furthermore, undertaking examining on 19 vehicles, 16 of them were qualified, 3 were unqualified (the average exceeded 4.3 dB), the unqualified rate was 16%. 十、Completing 9 days monitoring on the Douliu Industrial Park and nearby environment (Dapi, Gukeng, Hsilo, Linnei, Huwei), all results were met to the air quality standard, but only O3 eight hours average had high peak. 十一、Completing 16 times maintenance on PM2.5 continuous monitoring stations, all stations were in good condition, and the monitoring was continued. 十二、Completing 8 times maintenance on digital signage; 83 updates on broadcasting contents had been completed. 十三、Completing 8 times routine maintenance on acid rain stations, all stations were in good condition, and the monitoring was continued. 十四、Maintaining 30 simple air quality monitoring stations and 2 wind meters in the Douliu Industrial Park, the month data acquiring rate was over 85%. 十五、The Yunlin County’s monitoring station had been operated in the Ping-He elementary school on 18th December, 2019, and stopped testing on 17th January, 2020 (total was 31 days). The station was moved to the Hu-Wei elementary school on 18th February, 2020.
