Compilation of National Inventory Report and Implementation of Greenhouse Gas Regulatory Goals

After the Paris Agreement passed in 2015, in order to achieve the global average warming target, each country have regarded the mitigation of climate change as a critical issue. Although the world is affected by the Novel coronavirus outbreak (COVID-19) this year (2020), consciousness of climate change are arising instead, many countries started to formulate a long-term nationally carbon reduction path and declared their determination to reduce carbon emissions. Taiwan enacted the "Greenhouse Gas Reduction and Management Act" in 2015. This year, under the international trend, it has been more active in promoting mitigation related operations. The primary focus of this project is to develop the "2019 and 2020 of Republic of China National Greenhouse Gas Inventory Report", and to improve the report content by taking the information of the international inventory report standards as reference, and to analyze the key sources of Taiwan’s greenhouse gas emissions inventory and energy consumption fluctuation factors to grasp the current status of greenhouse gas emissions. The promotion of periodic regulatory goals of the Greenhouse Gas Reduction and Management Act is another key point of this project. By researching international implementation methods, combining inventory data and the content of the implementation status report of each sector, review the implementation status of regulatory goal for the first stage;In addition, by analyzing information of domestic and foreign reduction development, the characteristics of each sector and the reduction strategy plan, to review regulatory goal for the second stage sector’s allocation, and through sector discussions, public participation and public hearings to make sure the content of regulatory goal for the second stage ,to facilitate Taiwan's future development of greenhouse gas reduction in 2021 to 2025.
