Project Plan for the Promotion and Inspection of Electric Vehicles and Demonstrative Operation of Battery Performance Improvement for Year 108

This project is mainly divided into five major work directions to implement low-pollution vehicle promotion plans: collecting the latest information on the promotion of electric vehicles internationally, studying and analyzing specific implementation suggestions for the promotion of electric vehicles, assisting the Environmental Protection Administration in handling low-pollution vehicle-related subsidies, collecting the latest development trends of international electric vehicle batteries and handling batteries promotion and demonstration of performance improvement results, and participating in the World Electric Vehicle Conference and publication of work results. In order to have international electric vehicle information as complete as possible, we had investigated the promotion plans of electric vehicles in the United States, China, Japan, South Korea and Europe. In the early stage, these countries formulated low-pollution vehicle regulations, gradual restriction and reward systems to encourage the purchase of electric vehicles. These governments used tax/subsidy policies such as subsidies for buying new cars, subsidies for technology development, etc., to promote low-polluting vehicles. The major international car manufacturers focused the technology development on the safety of electric vehicles, improvement of the power system and battery management system. We co-worked with the Environmental Protection Agency, participated in meetings with the Ministry of Transportation for promoting electric buses, collected information on the bus subsidy projects in the Six Special Municipalities in Taiwan and Sweden, and also helped in drafting the domestic vehicle subsidy program in the pilot period. We checked the current status of vehicles in the five major domestic agricultural products wholesale markets in following locations: New Taipei City, Taipei City, Xiluo Township and Yilan County, all of which have already applied the electric vegetable and fruit transporters, while only the market in Xihu Township has not yet applied electric pallet trucks. There were two ways to get the electric vegetable and fruit transporters: rental and purchase. New Taipei City and Taipei City markets rent the transporters, while Yilan and Xiluo Township bought the transporters. We assisted in the review process of subsidy cases for the replacement of old motorcycles with low-polluting vehicles in which total 350 vehicles were checked. We also reviewed the subsidy for the battery rental of Xiluo Township Market's electric vegetable and fruit transporters. As of 31st November 2020, the amount of subsidy for this year's battery rental was NT$ 2,999,500. In addition, legal consulting services were provided for clarifying ambiguities and settling disputes arising from related subsidy cases. As most of electric vehicles in Taiwan use lithium batteries, which require long recharging time and have rather short battery life, thus, people are discouraged from buying electric vehicles using lithium batteries. In order to make people more willing to buy electric vehicles, this project focused firstly on improving the negative electrode of lithium batteries with the addition of graphene which helps significantly shorten recharging time. Secondly, we used graphene supercapacitors that enable lithium batteries to give high-power output and to extend battery life. This will encourage the manufacturers to produce such batteries, benefit the promotion of electric motorcycles, and reduce the pollutant emission. We hope this project will help to solve the air pollution problem. Though the World Electric Symposium and Exposition (EVS33) had been cancelled due to the epidemic COVID-19, our essay submitted was published.
