Inspection Control Plan on Sandstone Site of Pingtung County in 2019

Abstract The task team implemented “Inspection Control Plan on Sandstone Sites of Pingtung County in 2019.” The implementation duration is from July 23, 2019 to July 22, 2020. As of June 4, 2020, the progress and results of this plan are summarized as follows: 1. Pollution control of the outreach roads and the sandstone vehicles The project was a continuity plan that began on July 23, 2019. The primary task of the project is to counsel the operators immediately to carry out the maintenance tasks of the roads around the sandstone sites and sign the road maintenance commitment. Then launched the monitoring operation of the road dust monitoring system in the concentrated area of the sandstone sites set up in the year of 2017, and cooperated with the monitoring and command center established in the “Demonstration Project on Technology Monitoring Pollution in Sandstone Zone of Pingtung County in 2018.” Through the above work, we would like to improve the road pollution problem caused by the transport of sandstone vehicles that was less satisfied by the residents in the year 2018. As of May 31, 2020, the counseling of sandstone sites in Pingtung County were completed including the "Downstream of Ligang Bridge Sandstone Self-discipline Association", "Gaoshu Care Association", "Jiangnan Lane Self-discipline Association" and 20 other industry operators joining the road maintenance plan. The total number of road section of maintenance is 21 and the total length of maintenance is 22.1 km. The total length of road washing and sweeping operations by the sandstone industry in this county is 10,138.58 km. A total of 272 times of inspections were carried out to check the results of road maintenance, of which 234 times were classified as clean level after road washing, and 38 were classified as ordinary, that is, there was still some significant residual sand after road washing. The LINE communication software was utilized to inform the industry operators to strengthen the washing and sweeping operations and increase frequency and return the relevant photos of improvement. In addition, CCTV was used to monitor the road dust caused by sandstone vehicles transportation, the data showed that as of May 31, 2020, the monitoring center actively notified 172 cases of pollution, a significant decrease of 145 cases compared with 317 cases in the same period in 2018. To reduce the road dust caused by transportation, the task team informed the industry and immediately performed 178 km of washing and sweeping operations. The reduction amounts were 4912.8 and 1049.31 kg for TSP and PM10, respectively. As of May 31, 2020, the pollution control task of sandstone vehicles was carried out 9 times, a total of 281 sandstone vehicles were intercepted on the roadside and performed the follow shooting operations, of which 148 vehicles met the regulation and 17 vehicles did not. The compliance rate ranged from 91 to 97%. The overall compliance rate was 94%, an increase of 2% compared with 92% in the same period in 2018. In addition, 2 vehicles have been reported for vehicles whose sewage has not been collected effectively. The minor violations of sandstone vehicles have been reported to Pingtung County Environmental Protection Bureau (PTEPB) and send a document to the transport company to strengthen the supervision for improvement and to ask the drivers to attend the "violations of sandstone vehicle driver re-education seminars" held by EPB. Furthermore, through the CCTV monitoring technology, 1,592,752 sandstone vehicles were monitored in 2019, of which 446 vehicles were seized for violations. The violation rate was 0.028%. There were 739,908 vehicles monitored in 2018 and 640 vehicles were seized for violations, the violation rate accounted for 0.864%. If compared with the same period in 2018, the overall violation rate was reduced by 0.836% in 2019. The overall violation rate has shown a sharp downward trend, which shows that the installation of the CCTV road dust monitoring system has achieved the purpose of deterring sandstone vehicles from violations. In response to the monitoring of dredging vehicles that did not cover the dust-proof net and sandstone dropped from vehicles that contaminated the road surface, the staff of the project monitoring center issued the message immediately to notify the construction project control plan, a subproject of air quality control, to counsel the operators for improvement, and provided the message to the Seventh River Bureau of Water Resources Agency to fine NT$2,000 for each violation vehicles according to the contract specifications and lock the dedicated card for a week. For the case of dropping sandstone that contaminated the road surface, immediately notified the dredging operators to carry out the road cleaning tasks. In this year, 10 vehicles for non-covered dust nets were fined NT$ 200,000 in total in accordance with the Air Pollution Control Act, and 5 cases were amerced NT$ 6,000 in total according to the Waste Disposal Act. For the assessment of effectiveness of road pollution control, the sampling and analysis of road dust loadings in the sandstone zone showed that the road dust loadings of each outreach road was reduced, and the reduction range was between 51 and 84%. The road cleanliness of grade C reduced from 3 to 1 km, grade B decreased from 11.5 to 9.5 km, and grade A raised from 4.5 to 8.5 km. By this way, we can understand the control effectiveness of sandstone transportation roads. 2. Pollution control of the sandstone sites In this year, 64 sandstone sites were included in strengthen management by regulation, of which 51 were in operation and 13 were in downtimes. The plan conducted 455 times of inspection and control operations of sandstone sites as of May 31, 2020. The 29 sandstone sites were found to be inconsistent with the “Management Regulations for Facilities to Control Fugitive Dust Air Pollution from Stationary Pollution Sources.” A total of 29 times of counseling for pollution improvement work was completed, and the compliance rate of the regulation for sandstone sites was promoted to 100%. The reduction amounts of TSP were 223.35 tons. Furthermore, based on the defects that was found this year, the industry was convened to attend one of 3 seminars on pollution improvement in concentrated sandstone areas according to its location. In order to improve the counseling effectiveness for substantial reduction of air pollutants in sandstone sites, Professor Lien-Te Hsieh from Pingtung University of Science and Technology and Professor Chin-Hsing Lai from Fuying University of Science and Technology were invited to serve as the member of the sandstone pollutants reduction counseling committee. On December 31, 2019, the operations of air pollutants reduction of 5 sandstone sites were executed in field. Then the operators completed the relevant improvement work according to the suggestions of the committee members. In addition, the unmanned aerial vehicle (UAV) integrated with the air pollution control sub-projects was implemented this year to simultaneously carry out the investigation of pollution sources, quickly grasp the defects of engineering operation pollution of the sandstone site and dredging area in the sandstone zone, and make up for the difficulty in manpower inspection operations to strengthen the effectiveness of inspection control. As of May 31, 2020, a total of 9 sessions were completed, of which 20 violations were detected and a case of severe fugitive dust caused by vehicle transportation in a dredging project had been punished according to Article 24 of the Air Pollution Control Act. The inspectors immediately entered the site to check and assist to complete the improvement of defects. In terms of effectiveness evaluation, according to the results of the public satisfaction survey conducted in 2019, the public responded to the item of questionnaire “whether the road pollution caused by sandstone vehicles has been improved compared with last year,” of which slight improvement (62.7%) was the most, followed by slight deterioration (20.8%) and significant improvement (9.0%). Overall, the improvement rate is 71.7%. This year, a large number of dredging projects have been continuously implemented in the Gaoping River basin, which has a huge impact on the overall environment and traffic safety. However, under the coordination and control of this plan, more than 70% of the people believe that the control of pollution from sandstone vehicle transportation by PTEPB has been improved, nearly 30% of the people still expect that the pollution control can be strengthened to meet the quality of people's daily life.
