Implement of the conformity of production for new model vehicle, the recall investigative test for in-use vehicle and regulate the relative emission control measures

  The objective of this project is to assist Taiwan EPA on implementation of emissions control tasks relevant to new gasoline passenger cars and new motorcycles, which include carry out new vehicle emissions control tasks and draft emissions control measures.   As to the task of implementation of new vehicle emissions control measures: in 2019, there were 807 certificates being issued for passenger cars and motorcycles and most of the certified emission values are distributed below half of their applicable emission standards. As to the task of Conformity of Production (COP) control, the new passenger car and motorcycle manufacturers had performed 3,534 COP tests and the test results were close to their certified emission values and distribution ranges; random selective tests were being performed on 320 new vehicles of 45 manufacturers and most of the test results were distributed below 70% of their certified emission standards. As to the task of individual tests being performed on imported foreign in-use passenger cars and motorcycles, there were 14,052 individual tests being performed and most of the test results were below half of their applicable emission standards. As to the task of recall and correction investigation tests, according to the collected emissions control related information in recent years to select test vehicles and finished the preliminary tests on 100 passenger cars and motorcycles cover 20 engine families. The fail or pass determination of the test results were according to the average test result values for each engine family and there were 19 engine families that comply with their applicable emission standards and the NOx emission of one motorcycle engine family exceed the limit value and will be performed confirmation test during the project of next year.   As to the task of collecting and survey advanced foreign country’s emissions control measures, EU will implement its Euro 6d emission standards start from Jan. 2020 and the US will continuously to tighten its Tier III emission standards for passenger cars; as to the motorcycle’s emissions control measures, EU will implement its Euro 5 emission standards start from Jan. 2020 and most of the advanced countries are going to implement the same regulations simultaneously or referred for future amendment setting. As to the task of revision on new vehicle emissions control measures: the certification regulation and test procedures were promulgated in last year; cooperated with the Air Control Act to finish draft regulation revision on the” Management rules on air pollution prevention equipment for mobile sources”, the stakeholders may certify their manufactured air pollution prevention equipment single unit according to the rules; as to the task of retiring high pollution vehicles, this project proposes to adopting subsidies, tax measures, emissions inspection and promotions to facilitate the replacement of old vehicles with new ones. As to the task of research on tightening the gasoline vehicle’s emission standards, this project has completed gasoline vehicle’s 48 hours evaporative emission diurnal tests, for the NEDC driving cycle with larger carbon canister purge capacity, the test results are better than that of WLTP driving cycle and for both of them, the evaporative emission results were far below the standard limits; as to the motorcycle’s 72 hours evaporative emission diurnal tests, for motorcycle that not equipped with carbon canister, its DBL values exceed 2g for 3 consecutive days and were more than 3 times the value compared to motorcycle that equipped with carbon canister. As to the WLTP driving cycle and RDE emissions comparison test for passenger cars, the laboratory and real road driving test results were in compliance with relative guidelines and control standards which means the laboratory are capable to perform the regulatory RDE tests. As to the ambient temperature parameter check, this project suggests to refer methods that being implemented in Japan and being adjusted according to domestic environment conditions. As to the OBD driving cycle emissions threshold research tests for motorcycles, the selected test motorcycles were Euro 5 application certified motorcycles by domestic manufacturers, the results showed that the manufacturers are capable to comply with the EU regulated engine control technologies and able to perform the motorcycle Stage 7, OBD Stage II regulated engine misfire and O2 sensor malfunction two OBD threshold limits tests.
