Implementation of New Vehicle Selective Audit Testing and In-Use Vehicle Recall Investigation Testing for Gasoline Passenger Cars and Motorcycles and Drafting of the Related

The objective of this project is to assist Taiwan EPA to carry out new gasoline passenger cars and motorcycles emissions control related tasks; the two major directions include carry out new vehicle exhaust emissions control tasks and drafting of emissions control measures. As to the task of exhaust emissions control for new gasoline passenger cars and motorcycles: in the year of 2020, 384 compliance certificates were issued for passenger cars and 311 for motorcycles and the certified emissions values were distributed below half of the regulatory limit values. As to the new vehicle Conformity of Production: 3500 vehicles were tested and the distribution of resulting values is consistent with the distribution of certified values. As to the new vehicle selective audit testing: 258vehicles were tested and majority of the test results were below half of the regulatory limit values. As to the imported vehicle individual testing, 14,904 vehicles were tested and most of the test results were below half of the regulatory limit values. The above mentioned results have shown that the effort of emissions control for new vehicles has reached its goal by implementation of this project. As to the task of low emissions green vehicle evaluation: 21 models were selected as green passenger cars and 18 models for motorcycles and the related information were published at the website of green car guide as purchase reference for the Public. There were 25 passenger cars and 25 motorcycles selected for the recall investigation testing and the average of testing results for each pollutant is in compliance with the emission standards. As to the gasoline passenger car emissions control measures being implemented in world advanced countries: in EU, the stage of Euro 6d has been enforced since January 2020; in the US, the Tier III has been phased in annually since 2017. For gasoline motorcycle emissions control measures: in EU, the stage of Euro 5 has been enforced since January 1, 2020. As to the amendments of new vehicle emissions control measures: in the certification and verification process and testing procedures, focuses were on the continuous communication and negotiation with stakeholders toproceed necessary revisions on current regeneration coefficient, deterioration factor of Carbon Canister and add Real Driving Emissions (RDE) requirements. From the analysis of remote monitoring measures being implemented in advanced counties, it is suggested that in the future, the remote monitoring data of air quality and in-use vehicles could be analyzed and used for vehicle inspection and maintenance control measures in Taiwan. As to the research testing of exhaust and evaporative emissions control forgasoline passenger cars, this project has completed one 48 hours diurnal test for a non-deteriorated new vehicle’s carbon canister. As to the driving cycle testing with different fuels, total 18 tests were performed on 2 new gasoline passenger cars by using 3 different fuels. The results have shown that the improvement of fuel or vehicle engine will influence the emissions of PM, PN and other pollutants for GDI vehicles. This project also conducted economic and cost effectiveness analysis on the following drafting measure: half a year extension for the expiration date of gasoline passenger car’s stage 5 emission standards; revisions on the assigned deterioration factor for carbon canister; addition of RDE requirements; certification requirements for mobile source air pollutant control equipment.
