109 Yilan County Low-carbon Sustainable Homeland Construct and Promote Project

This project can be divided into 4 major parts: The Promotion of Low Carbon Sustainable Homeland, Expanding the Yilan Green Life Project & Increasing Promotion of Cooling Architecture and Making it Greener,Expanding Promotion of Solar Green Benefits/Light Spot Community Project, and Conducting Training Education and Advocacy in Climate Change. 89,229 kilograms of carbon dioxide emissions can be reduced. The promotion of low carbon sustainable homeland is aimed at the implementation plan of the first phase of greenhouse gas control in Yilan County, and a group meeting has been held with tracking results in stages postmeeting, while rolling review and planning the next phase of plan implementation for 2021-2025. By holding a consultation meeting for the next stage of control targets and a quantitative index setting consultation meeting, we set down reduction targets for the next phase and offer recommendations for reduction strategies for each department. In regards to the low carbon sustainable homeland certification rating system, we have assisted 20 villages to register on a shortlist for the certification rating system, with 6 villages receiving bronze certification and 2 village receiving silver certification, as well as helping 15 accredited units with expansion and verification work. At the same time, we assisted communities within jurisdiction in promoting actions of low-carbon sustainability, mentoring 15 units to apply for low-carbon demonstration community projects to construct actions to reduce carbon emissions and actions to adjust to climate change. It is estimated that 70,000 kilograms of carbon dioxide emissions can be reduced every year due to these carbon-reduction actions. This year, we also assisted the Yilan County Lize Incineration Plant to apply for a micro-scale trade-in project for 4,375 tons of carbon dioxide reduction quota for the energy saving part of their ice machines and fans in the plant. For the Yilan Green Life Project, other than continuing in swapping the traditional light bulbs from signs in the shopping district with LED energysaving lights, there has been also an addition of green roofs and green walls to make the buildings greener and increase cooling to increase the building’s energy efficiency, as well as expanding the scope of the project. This plan has already assisted 26 stores and operators in the jurisdiction to participate in the implementation and complete the replacement and construction for saving energy. Additionally, this project has also organized a community-oriented climate change adjustment lecture in conjunction with Yilan Community College, integrating with the community to handle participatory adjustment capabilities and vulnerability analysis, and handle other counties’ visitations to Miaoli for visiting certification silver-rated villages with youth organizations such as Take the Sea Wind, educating the community on low-carbon sustainable and resilient environmental concepts, with a total of 200 participants for the lecture. Combining the efforts of civil organizations and communities, we can promote the concept of citizen power plants, handle promotion of public housing construction to solar photovoltaic system technology as well as consulting group meetings, etc., gradually building low-carbon sustainable homes for our country and implement the goal of national participation.
