In brief, the main goals include promoting air pollution prevention and control, building a 100% renewable energy city, scheming out a resilient water bank and facilitating international exchanges in sustainable development. This project also recommends that the Pingtung county government sets up an energy & resource service company in charge of services with regard to renewable energies and resources. The business can be divided into two categories. In the green energy part, the company can help assisting block development, promoting community-owned renewable energy programs, matching green power industries with major electricity users, providing green power transfer services, and guiding local green power industries to obtain T-REC certification and bank funding. In the water sector, the company can assist in exploiting the underflow water in the Chaozhou artificial lake, drafting the second development phase of the lake, constructing solar photovoltaic systems on the lake and installing environmental education facilities. Regarding to air pollution prevention and control, five consultation sessions have been held on May 22, September 23, October 30, and December 8. The Year 109-112 air pollution control plans were pre-reviewed, and the issues of odor problems from animal husbandries and livestock rendering plants were discussed, the resources for improving air quality were conferred, and the ozone control plans were reviewed to shape feasible strategy and practical solution. In terms of building a 100% renewable energy city, three consultation sessions have been held on May 8, June 5, and November 19 to discuss the prospects of the Feed-in Tariff, the operation of the green energy fund, and waste reduction and reuse in the life cycle of solar panels, the feasibility of developing the symbiosis of agriculture, fishery and electricity, and how to promote citizen participation in green energy. The chronicle of the county's green energy development is compiled, and the current situation of severe land subsidence and the Gao-shu Solar Energy Zone were summarized, and the potentials of various green energy were evaluated. The targets and methods for promoting renewable energy in other ICLEI 100% RE cities were organized, and the affairs of different bureaus of the county government to assist in handling matters were formulated during the establishment process of the biogas centralized processing center. With regard to international exchanges in sustainable development, we have compiled five organizations certified by the United Nations to have local governments as their main members. It is recommended that Pingtung County, in addition to ICLEI, consider joining UCLG and play a supporting role in Practical Action. It is also recommended that the county government participate in the ICLEI Daring Cities and the COP26, and make good use of the 100% RE city platform and the TAP to publicize the county's outstanding performance in the network or international events. In preparation for the Resilient Water Bank, three consultation sessions have been held on April 24, May 21, and October 30 to discuss the feasibility, business model, and operating direction of establishing an energy resource service company, and the Draft of “Pingtung County Self-Government Ordinance for the Da-chao-zhou Artificial Lake” was formulated. This project also summarizes the Pingtung County Government's recent water resources management policies in accordance with the "Basic Plan for Water Resources Management in Southern Taiwan" of Water Resources Agency, MOEA, and the contents of the relevant projects from the Water Environment Construction of Forward-Looking Infrastructure Program. It also investigates the potentials of emerging water resources in Pingtung County and neighboring counties, as a reference for the county government to implement the feasibility assessment of the development of underflow water. Due to the epidemic, most of international conferences have been cancelled this year; several congresses which will be held next year were collected instead. In addition, this project had compiled four international case about water resource management, which can be used as a reference for Pingtung County Government to propose solutions in response to the impact of short of water resources. In addition, it also sorts out and evaluates the applicability and restrictions of four internationally representative water-related certification indicators. Finally, on December 22nd, this project held a final results presentation with the theme of "Enjoy the Life in Pingtung" at the county government. A total of 102 scholars, experts, county-related business personnel, teachers and students of National Pingtung Technology University attended. We also compiled outstanding cases of Pingtung, compiled the Chinese and English version of "The Concerto of Green and Water – 2020 Pingtung Sustainability Resource Compass" e-book which will be published through the Issuu platform. Furthermore, the case study of Pingtung was submitted to ICLEI and accepted immediately. It will be available on ICLEI 100% RE website in the first quarter of Year 2021.
