2020 Yunlin County Air Quality Information Management Project.

This project concerns the air quality and environment data integration platform of Yunlin County, which must be continually updated and maintained. The contribution of this project, which involves diverse data collection and integration and the procedure of contingency report, is as follows: (1) The backend system, the Yunlin County Big Data Integrated Management System operated by the Environmental Protection Bureau and the project personnel, enables information collection and video surveillance for air quality management and abnormal factory environment response in Yunlin County. (2) The frontend webpages, Yunlin County Environmental Monitoring Network and Yunlin County Environmental Information Integration App, provide open information platforms or automatic push messages for people to instantly learn monitoring information and raise their self-protection awareness; the information system is integrated with emergency responses to reinforce environmental monitoring, emergency response capacity, and work efficiency. For information integration, the databases and visual interface maintenance of the Yunlin County Big Data Integrated Management System are updated. In 2021, the continuous monitoring data from Huwei Air Quality Station and 550 microstations were added as new emergency response information for the Environmental Protection Bureau, thus rapidly demonstrating the results of local emergency responses. The functions established in this project assist in emergency responses and real-time pollutant emission monitoring, effectively improving the management of poor air quality. The data transmission connection maintenance, routine management, and abnormal data management for the monitoring facilities in special industrial zones are conducted to enhance data accuracy. For maintaining the remote video surveillance system for the outlying islands industrial zone, 6 close-circuit televisions have been renewed to reinforce real-time video quality. When abnormal events occurred in the industrial zone, namely 2 fire accidents involving manufacturing procedures and 3 daytime black smoke emission incidents involving the exhaust gas combustion towers, the videos recorded by the close-circuit televisions were transmitted to the Environmental Protection Bureau. The Yunlin County Environmental Information Integration App and its backend system have been established to provide people with up-to-date information on the air quality at nearby locations and enable the Environmental Protection Bureau to conduct emergency responses. When the air quality is poor, push messages are automatically provided. In coordination with the Environmental Protection Bureau, one press conference on app application results and 3 app promotion conferences were hosted. For maintaining the Yunlin County Environmental Monitoring Network, 3 new pages have been added to monitor river dust, Huwei air quality monitoring data, and the data from Monitoring Vehicle No. 3 of the Environmental Protection Bureau, thereby further enriching website information and enhancing website maintenance. In addition, 3 screen products have been renewed to maintain the electronic signage on air quality.
