The Preliminary Plan for the Visit on Environmental Policies and Green Energy Circulation Technologies

The Environmental Protection Administration (EPA) is the competent authority for Taiwan’s environmental governance. Since its establishment in 1987, the environmental policy strategies have transformed from “order and control” and “pollution improvement” to “complying with international conventions to enact related laws” and “sustainable development”. In view of the overall development of environmental protection, the trend has shifted from regional to international, and expanded from domestic to international. Strengthening the environmental protection and diverse cooperation with the world has become a critical policy strategy for environmental protection. This plan is a preliminary planning for the visits and trainings for the EPA and its affiliated agencies. Based on Taiwan’s major issues and environmental protection policies, this plan aims to look into the international environmental protection policies, environmental governance, and green energy circulation development. Through the preliminary planning for an overseas visit, this can pave the way for the follow-up contacts with foreign government agencies and organizations and onsite visits to foreign companies, so as to draw upon the experiences of environmental governance and technological development from advanced countries and expand Taiwan’s environmental diplomacy. In this plan, detailed information about the environmental policies of 11 countries is collected. There are 21 routes for visits and trainings, including the theme of the visit, cities and countries, the destinations, transpiration methods, food and accommodation. Based on the itineraries, as well as the actual situation and principles and guidelines for budget allocation, there will be an estimate budget for the overseas travel expenses and other miscellaneous fees for the trip for the civil servants. This complete visit plan can also serve as a reference for future trainings and visits.
