109Indoor Air Quality Management Project

The project of the year carried out indoor air quality inspection guidance for unannounced publice site, including the publicly-announced monitoring ones and advocacy focuses, and continued to facilitate the indoor air quality maintenance, management, and advocacy works for public places under its jurisdiction to improve the self-management capacity. During the year, a patrol inspection was completed for a total of 456 announced publice site and key counseling sites. The measurement items included CO2, CO, HCHO, and TVOC. Regarding the patrol inspection, there were 27 venues with an average value of CO2 exceeding 1,000 ppm in total, with public junior high (elementary) schools ranking the first (8 venues) and kindergarten ranking the second (7 venues). The primary reason for exceeding the standard is the adoption of split-type air conditioners, which have no external air exchange function and results in insufficient ventilation rate and the accumulation of CO2. Furthermore, in response to the project audit and business investigation, standard inspection for 93 public places were completed during the year, including audit testing for 2 announced publice site, summer (KTV, cinema, and hypermarket) project audits for 51 venues, autumn (medical institutions) project audits for 23 venues, 11 audits for department store anniversaries, and 6 audits for the re-inspection of venues exceeding standards. Venues that exceeded the standards had improved within a limited period and passed the re-inspection. The project completed the on-site guidance and improvement work by experts and scholars for a total of 36 venues, including 9 kindergartens, 7 infant care centers, 5 medical institutions, 4 sports gyms, 4 shopping malls and hypermarkets, 4 public elementary schools, and 3 public junior high schools. Before experts’ guidance, the project would prepare the pollution diagram according to the venue’s patrol inspection results so as to provide more references and information to experts and scholars, allowing them to offer precise and effective improvement recommendations for the venue. Also, according to the guiding improvement recommendation provided by experts and scholars to the venue, the venue may establish SOP for ventilation and install equipment and systems for ventilation so as to improve its self-management efficiency. Furthermore, the project provides the installation of automatic continual monitoring facilities for 5 venues, and the installation for venues of sensitive groups and with higher willingness shall be prioritized; such venues are 2 infant care centers, 2 postpartum nursing care centers, and 1 meeting room of the Environmental Protection Bureau. The monitoring concentration peak for infant care centers were mostly during 12 p.m. to 3 p.m., primarily because the time slot is students’ noontime nap and the doors and windows are closed, resulting in the hike in concentration. The monitoring concentration peak for postpartum nursing care centers were mostly during 5 p.m. to 8 a.m., because the time slot has higher visitor’s flow, resulting in the accumulation of concentration. However, to promote and increase the awareness for indoor air quality of Taipei City, 3 promotional sessions were organized during the year, with a total of 224 participants. Targets invited include announced publice site, kindergartens, infant care centers, and postpartum nursing care centers. The major content of instruction focused on types of venues to introduce the regulations and possible indoor pollution sources, proposed field improvement recommendations, and organized the event of DIY planting, so as to effectively improve the cognition for venues’ indoor air quality and self-management awareness. 1 session of the cross-bureau meeting and 5 sessions of promotional programs were also organized in cooperation with the bureaus to effectively promote the indoor air quality self-management label. As of 18 December 2020, the applications for the self-management label of a total of 216 venues were completed, with venues of financial institution ranking the first (45.5%) and venues of sensitive groups ranking the second (31.0%). Regarding the execution, the project proposed the following advancement and improvement recommendations: (1) continue to check the publicly-announced venues qualified for monitoring in Taipei City to realize the comprehensive control for publicly announced venues that meet the definition for monitoring; (2) prepare guidance manual for venues that significantly exceed the standards during the patrol inspection; (3) it is recommended to reinforce guidance and promotion for the 3rd batch list of recommended venues for inclusion to minimize the impacts after being included for monitoring in the future.
